This is where most people will stop reading, mainly because Manhattan has never shown an inkling of the power to destroy a planet.
He made people go splat and crushed a tank, that pretty much sums up his desctruction feats. The machine that utilized his power busted a few cities.

Dr M fixes a television set, Norrin rebuilds an entire city, Dr. M sits there powerless to cure his X's cancer, Norrin is bringing back Thor from seemingly death, healing the wounded on numerous occasions, Dr M crushes a tank, Norrin as a byproduct of his fight busts a planet, the list can go on and on. Overall Norrin has better matter / energy manipulation feats, while Manhattan never had anyone to test his power just making normal people with no powers or durability feats go splat.

Mainly why most people are going to say he loses, he doesn't have the feats to back up taking down someone who has a better feat for nearly anything he did in watchmen.

From what we have seen out of Manhattan he loses terribly, any hidden powers from within that no one knows about isn't going to help him win this.

Silver Surfer controls your neutrons, electrons and protons. When it comes down to matter / energy manipulation Norrin is top notch, Manhattan is lacking badly in the matter manipulation feats by comparison.

Yeah he can be SS-lite since thats pretty much what all his feats point to, a poor man's Silver Surfer.

It would be tricky to time travel when you exist in the past present and future, he is just as much of a slave to time as we are. He wasn't shown able to travel backwards or forward changing his past, just living it at all at once. It's safe to say he can't really time travel.

It's not hard to block him from seeing his future for one thing.

Norrin wrapped a chick up into a bubble, that would send her to the appropriate time / place via her own thoughts, Static should have the scan lying around. Hes not jumping through time, its all happening at the same time for him, but Norrin can actually time travel unlike Manhattan but he doesn't need to use time travel to win this.

Considering he never showed any ability to control time, its very safe to say Manhattan could not prevent Norrin from time traveling.

Considering the fact Manhattan is essentially energy, Norrin could probably eat all of him.
Only advantage though? Every ability out of Manhattan has been out done by Norrin, with the exceptions of existing in past present and future and teleporting masses of people. Matter and energy manipulation Norrin's the clear winner in that department.

The worlds smartest man blocked Manhattan's ability to see his future, not Manhattan himself. But again how does he beat the Silver Surfer?

And Manhattan cannot do any of these and lacks the feats to overpower someone that has outdone everyone of the few feats of power he did display.

Can't cure cancer, can't travel back in time, can't see into the future in the event of a nuclear holocaust or someone with a lot of cash pumping tachyons(whatever it was) into the world, never showed any destructive feats other than crushing a tank and killing a bunch of normal people via "YOU GO SPLAT" method that had no durability or superpowers. I am kind of tired of seeing the comment of how his powers have not shown any limit, mainly because he had no one to challenge that power and what he did do with it as impressive as it was to a bunch of normal people would still make him a small fish in the comicbook world.

He didn't have to say it because it was very clear he was neither of those, finding himself powerless to save his former friend or cure his wife of cancer, time travel yata yata.

Because he wouldn't be able to auto splat Norrin or crush him like he did a tank, Norrins far more durable than that.

Why don't you list these *other* ways other than some BS ones you typed up, physically hes no where near Norrins equal in durability or strength, his feats are subpar by comparison in Matter and Energy manipulation, not only that but Norrin has numerous other powers in his book ranging from telepathy to time travel.
Again Norrin has taken down bigger fish than Manhattan, 60 + years worth of feats to say he stomps his Silver Surfer-Lite counterpart.
