As much as I like Magneto, Doom wins both. He's got tech in suit specifically for fights with Magento. He reverses the magnetic fields and Mags beats himself up.
Those scans are NOT prep. It's an armor standard - It's part of the package. As badass as Magneto is Doom owns him every time. I don;t think Magento has EVER had the upper hand in any of their encounters.

That's his standard armor. Unless specifically stated, it should be assumed that all the technological devices built into his armor are always available.

And that is completely irrelevant. You'd be hard pressed to find a scan of Doom fighting without his armor.
