Captain Marvel has far more raw power. Considering his sources, he was wielding an absolutely ridiculous amount of magic. He burned himself out because his body wasn't made to handle that amount of energy.

He and Spectre were slugging it out prior to Enchantress channeling the magic into CM, and they resumed punching each other afterwards. I think Rune King Thor wins this one, just judging by the fact that he destroyed Mangog with one hand with ridiculous ease.
The Cap might have more raw power, but Thor has power, and the ability to use it fully so that he can easily cut off the flow of power.
Time manipulation + cutting off the source =

Seems to be miss interpretation that marvel had the magical energy of the entire universe and even outside realms/God's which was NOT the case at all.
All he had was the magical energies of the beings that were on Earth flowing through him, that's it.
DOV Spectre was nothing super special at all either nor was marvel here in terms of power levels.
Rune Thor is on another level entirely. He could beat both at the same time really minus the magical energy drain by spectre

It's literally written and visually displayed that thousands(even gods beneath earth) were channeling their magic to the broadcast sent to captain marvel

again just stfu, Spectre turned Phantom Stranger to a mouse, BFR fate into his helmet , took down almost all of the magic community, defeated and killed Shazam in his place of power and proceeded to destroy ROE, defeated the Lords of Order and Lords of Chaos and eventually killed Nabu even the Presence had to intervene
