Initially, I would've said Gilderoy as long as he could get his obliviate off before Umbridge knew what to do. But then I remembered that Umbridge was willing to use the Cruciatus curse on Harry to find out Dumbledore's "secret weapon". I wish I knew a bit more about Lockhart's past to know how he bested all of those other witches/wizards to wipe their minds, but I give the upperhand, as much as I wish she'd have a staring contest with a Basilisk, to Dolores.

@laughingbatman: I think it is fair to assume Lockhart took those wizards and witches by surprise, as they would have been comfortable enough around him to tell him their wild tales.

Umbridge stomps. She did seem competent with movie feats using transfiguration to constrict a centaur and blowing up the entrace for the Room of Requirement, while Lockhart was lolblitzed by Snape not even trying. She also arrow timed. Rowling said that she is the one that created all these torture stuff like her pen, and she could cast a patronus so she should also be better at magic overall. Lockhart is not that good and I doubt he was able to beat anyone fairly to "wipe their minds".

@anthp2000: It was established very often overal magical skill does not always translate into duelling, but I do agree her inventing things like that pen she forced Harry to use is proof of her being skilled at some aspects.

@cpt_nice: Yeah, I know, that's why I'm arguing about Snape being overrated as a duellist sometimes. But when it comes to people like the ones here without any incredible duelling experience to speak of, it matters more.

Dolores seemed actually capable, unlike Lockhart.

Umbridge wins hands down. I also actually liked her better character-wise. She was so devilishly evil, compared to lockhard, who was really more of a pretty boy idiot

Umbridge is by no means a world beater but Lockhart was completely and utterly incompetent. He showed to have less skill than a student at Hogwarts. The only thing that he was good at was the memory charm.

Umbridge should very comfortably defeat him

Umbridge destroys, honestly. We know that she isn't averse to using unforgivable curses, and all round she is just seems more capable.

And am I the only one who kind of likes Umbridge? IMO, she gets lots of unfair hate.
