The same guy who fought Dream of the Endless (Morpheus) to a standstill in the Dream-World and almost destroyed his realm( The Dream-Stone itself has a considerable portion of his powers in the end, btw)? He was able to create/destroy an entire universe in there as well and did things like casually putting the entire DC Earth into a dream( Even Spectre IIRC) or when his powers almost started to merge the realm with the real world. Charles had problems to keep only Nightmare out of his mind...Someone who's like a chump to Dee.
The first was created by Dee and then destroyed by the JLA. Some versions are more powerful while others are not, so depends on which the OP chooses. That from Sandman had a considerable power directly from Morpheus. He also used gadgets in some instances.
The battle against Morpheus happened during Sandman#07(1989) and the destruction of the first Dream-Stone was during Justice League Annual 1(1983) IIRC.
Dr. Destiny wins and is not even remotely close, he has the dream stone from Dream of The Endless
Not the same thing. He stole energy from Dream once, got stomped when Dream asked him not to do that, and then was left with basically nothing.

He didn't create those, the stone allows him to see into different realities and whatnot. That's prep anyway, and stuff that he himself didn't use, Red King did.
