After Dane's Surprise Scenario was so fun, I decided to make my own. It uses a similar formula with some modifications. You must build your character to deal with the maximum number of possibilities. After some time, you will be told about the adventure they will undertake. You must then roleplay through the adventure using your character.
Limitations
Spider-man is the limit so anything that could reasonably defeat him is off the table. This rule will be enforced on a case by case basis.
In addition, I am disallowing:
- Intangibility
- Large Scale Illusions
- Tele-Dropping/Dismemberment
- Time, Reality, Probability Manipulation
- Forcefields
- Telepathy above Mind Reading, though Telepathy Resistance is not limited.
- Telekinesis in all of its various forms is limited to 50 lbs.
- Energy Manipulation will be limited to Boom Boom
- Power Mimicry in all its forms
- Duplication
- Be wary anything that is just ridiculous will likely also be declined.
Building the Character
To build your character, I borrowed an idea from Dane but modified it a little. You are given access to a set of Power Items each with their own advantages. These power items cannot be manipulated by anything.

Prometheus Helms (PH)
Prometheus Helms allow you to download a character's set of skills into your brain.
Skills refer to a character's learned abilities not abilities they have through powers or items. You could not, for instance, choose Prometheus and get all the skills from his helmet.
Skills do not include any physical training that the character has received so if during the course of training a chosen character's stats where improved, they would not benefit from that here.
Skills cannot be used to grant powers unless said power is something that can be done in our reality.

Hero Dials (HD)
Hero Dials allow you to dial up a character's set of powers into your body.
Powersets include the entirety of the superhuman abilities that a character has. This does not include abilities granted by gear.
You do not get automatic knowledge on how to use these powers so don't expect expert power usage without choosing a related skillset.
Powers can imbue you with skills if that is how they work but assume that you get no skills from powers.
The line between what constitutes a power and what constitutes an item is fairly nebulous but assume that if Tony Stark could conceivably make it, it will fall under gear.

Arc Reactors (AR)
Arc Reactors allow you to power up a character's set of gear.
Gear is any set of reasonably standard gear a character wields. These things can imbue one with powers and skills but are not a power or a skill.
Gear cannot be used to circumvent the limits.
If a character has large amount of gear, please PM a list of the exact gear you are wanting to use for approval.

Each character can only have 3 of the Power Items to begin with and you can only have 3 active at a time. You may trade them between people with which you are allied or those which you have looted from fallen foes. Switching out a Power Item takes a full 2 hours so it is not something that you can do at the drop of a hat.
Keep in mind that you get the good with the bad so any weaknesses your choice has, your character will have.
You have only your basic understanding of the skills, powers, and items you have chosen. You will get 30 days to practice but you won't have any trainer or advisor to help you out but you do get access to a Danger Room to practice. You can also use this time to modify equipment should you have the skills. I would go ahead and start thinking about characters that could help you because you may gain access to them later on.
Your character could look like this though I seriously hope not:

DireDrill
PH - Bob, Agent of Hydra
HD - Arm Fall Off Boy
AR - Condiment King's Condiment Guns
The Black Market
Through the Black Market, you can gain access to anything that could be conventionally acquired in the real world.
Be wary, you can't load up more gear than can be carried or used reasonably. So don't expect to be running around with six or seven heavy weapons and an entire arsenal of rifles and pistols and knives and swords.
You may not have more than 5 explosives of any type like Grenades, Mines, etc, per character.
These things cannot be looted from foes or enemies nor traded. You may help one another with your gear but keep in mind that you can't just load up someone with all of you explosives and send them packing.
Now with your character now complete, you have until the scenario is posted to change things up.
