Dio can just abuse time stoppage like he did in all other fights he's been in. There's no actual cap on how many times he uses it, as long as he can get the words out to activate it.

@stalin-is-steel: I thought talking was a free action and that the time stop activation was instantaneous. That's why to some cops, it looked like he just teleported.

His whole time stop ability is wack. He's able to do things that take longer than 5 seconds, which was his base limit (which I assume is being used here) even later on, when he'd reached nine full seconds, he was performing feats that should have taken him longer than his limit. Sometimes he speaks to use it, and sometimes it just happens.

dio's time stop is only for 10 sec and for that time he can't damage luffy enough to kill him,luffy's durability is on another level and by future sight he can predict time stop,even tho that wont do much.After time stops runs out luffy one shots

@mamba23: ok that doesn’t mean they couldn’t catch him and they never stated that he was too fast or they couldn’t catch him. he has never blitzed any character with super-sonic or hyper-sonic reactions so that's a false conclusion to even make and is only one outliner that your bring up as excuse to downplay the characters speed
