i initially thought it was a casual feat which would put him comfortably above city level but now that I I rechecked it, it took him some effort to do it. City level feat nothing more

that's when he absorbed Toichiro's energy which he didn't no sold, but the discharge didn't do anything to him, he had no burns or anything left to him from the explosion, he's like had a nap and woke up like nothing happened.

yeah that's what tanking means? No sold would be when he didn't need to put any effort and still take it without a scratch. How is that a multi mountain feat lol? He ate a city level explosion and that's it. You can call him city plus but nothing more. A mountain level attack is a lot stronger than a city level blast , A city busting attack is just wiping the surface of a city while to destroy a moutain it needs to destroy the whole land mass of a mountain. Just because a feat is slightly above standard city level that doesn't make it mountain level, let alone multi mountain

If a guy was badly injured to a city level explosion, that would make him city level+ since it requires higher potency to kill him, like one shotting him.

In Shigeo's case, the explosion didn't do anything to him, no burns, graze or anything, he was fresh as new when they saw him. So, that explosion needs to be at least a hundred times greater to one shot Shigeo, If that explosion was 10 megatons (city level) then it requires to be at least 1 gigatons (large mountain level).

To be mountain level he will need mountain level feat, scaling which he doesn't have. The best attack in Mob Psycho is city level and surviving it puts him at city plus. There is nothing mountain level in MP.
