I'll set my Barricades around the front bridge. 
Frank at a building close enough to see the barricades but not close enough to be in harms way and I'd have Frank being covered by Doc Oc 
 I'd have Cap (Bucky),Ghost, Bond and Cable as front line just waiting behind the barricades. 
Moon Knight and Ezio would be distractions and lure them to where the close troopers and Hellboy would be waiting.
 
I don't think I'd loose any men besides Doc Oc...who would sacrafise himself to save the other's in the last wave.

I would have the  Clones and Solo ready to fire down any Zombies that get it.Harper and Cable would be shooting down zombies, and the rest are basically up close combat. 250 zombies down for the count. The Hunters would be finished by the Clones' enhanced gun fire. Blasters rock! Lickers could be finished by blaster fire and thermal detonaters. A Tyrant could be taken on by adamantium daggers through the skull by Snake Eyes and KaZar. 
 
(Forgive me,I dont know Resident Evil that well.) 
Round 2 
The Zombies would kill 17 Ninjas,2 Clones,and Moon Knight. But they would be over run by the Captain's dash,Cable,Harper,and Solo's blasting as well as the Clones.Zombie Dogs would kill 2 more Ninjas before being shot down by Cable and Harper. Alpha Hunters would take down the remaining ninja and 5 clones as well as Ka Zar before succumbing to defeat. El Gigantes seam to be pure brute so a thermal detonater and blaster fire should cut them down. T-103 would kill Stephanie Brown and 6 clones before being defeated. 
 
Round 3

The Zombies would run through. Being out of ammo,the clones and Solo are overwhelmed by zombies. Punching through some they end up dying. Harper uses a buzzsaw arrow to cut through about 400 while Rogers barrels through the rest. Iron Maidens kill Snake Eyes before being stopped. Cable should be able to use the same tricks on Elite Hunters as in the game. Reapers would kill Harper before dying. So only Steve and Cable are left to combat the threat. Cable is out of ammo and is overwhelmed by the Beta Lickers. Cap dies out a few moments later.

My strategy is like this. Black Canary will be active leader of the team and with the Canary Cry's to help out when it is needed, She is a vital member of the team. I would give the Muramasa Blade addon to Snake-Eyes. Katana and Snake Eyes are my in the fray fighters that will take the brunt of the fighting. Elektra will also be in the fray, using her specific abilities to confuse the enemys mentally and then capitalizing on the key Zombies. My 10 grenades will be 5 plasma grenades(The ones that stick from Halo) and 5 Cryonic Grenades. I will award them to Katana for something to use when she starts to get overwhelmed. Katana and Snake Eyes now both have weapons that can cut through and won't be broken. Then go in swords swinging and grenades exploding. Elektra will stay with Black Canary on the other side of the Steel Barricades. Elektra's mental powers plus her special powers(Silent Cry, etc.) Should be enough to keep them both safe for as long as needed. Black Canary is no slouch either and can handle herself easily against many of the Zombies. She has her Canary Cry's to help in a dire situation. With the prep to get to know weach other's strengths and weaknesses plus the comm links to call for help, I see my team clearing in a bloody and Bad A$$ battle.

@Strafe Prower:  I'm not sure you could easily take out that many bioweapons using only melee but still. Elektra's mental powers won't work on zombies either, their brain functions degrade quickly after the virus infects them.

Same as previous posters :D bottlenecks are going to be pretty crucial.... 
 
I will have Drizzt and Artemis whirling their blades like no tommorow (oh the irony!) where the enemies filter through. 
Legolas will be used to take down anything bigger and badder than a normal zombie/zombie dog - he will have spare time though so during this he wil whittle down anything he can get an arrow in......though he won't get caught up in the meelee (so to speak) he is primarily there for the big guns. 
Ultimate Spidey will be there to slow down the hordes with his webbing and given his strength will be able to chuck some heavy stuff at the hordes to slow their progress, he is also in possesion  of the thermal detonators which he will use if the going gets to tough for the front guys.

I see some problems for many teams here, namely Iron Maidens. They can only be killed by people with thermal vision. As there is no addon fro vision modes, you would have to pick one of the following people in order to complete it: Black Panther, Batman, Jason Todd, Drizzt, Wraith, Cable, Daredevil*, Karnak*, Spider-man*, or the Elite Predator. *These people can do it thanks to their heightened senses, weakness detection, and predictive aim. Silver Sentry, Strafe Prower, and Power NeXus need to add one of these people or get pwned by nigh-invincible Iron Maidens.
 
As for my team, I am thinking:

Basic Strategy: 
Since Wesker has knowledge about every creature they are about to take on thanks to all his actions in every Resident Evil game, he will be in change and will explain how to kill all the ones he is not going to handle himself.  The Clone Troopers will use their grappling guns to get on to the tower facing the zombies while James Bond will fly up to other tower. Wesker and the Predator will be on the bridge itself, Wesker will be on the left while Predator will be on the right. Clone Troopers have a max range of 10 kilometers and 500 shots so combined they have 5000 shots. They will be tasked with killing all the normal zombies and zombie dogs leaving them, 105 shots a piece to miss. I would assume 80% accuracy for Clone Troopers given their base DNA and training and the fact that Zombies do not attempt to dodge and move slowly. Bond will take out anything else he can, specifically looking to take down the slower moving Lickers, Tyrants, T-103s, Reapers, and Hypnos. Anything that survives the onslaught of Bond and the Clones will face the killing power of a Predator and Albert Wesker. The Predator will specifically target any Iron Maidens and El Gigantes using his mask's vision modes to see the plagas and hit them with Plasma blasts. Wesker will kill everything else using his super speed and super strength in combination with the shield to literally plow through enemies. Given that Predator's generally fight Xenos, he should have no problem evading any and all bites and deadly attacks especially with the cloak on. Wesker has the shield for protection and his super speed should keep him well away from any bites. Wesker also has a cocktail of all the various viruses in his bloodstream so he should be immune but he doesn't necessarily need this given the shield and super speed. My Clones and Bond will both be well out of attack range for anyone wanting to attack.

Silver Sentry, Strafe Prower, and Power NeXus need to add one of these people or get pwned by nigh-invincible Iron Maidens. 

Nope, you need thermal vision or maybe infrared but ultra-violet would be useless. Texasdeathmatch  and MjolnirWielder also need one of those guys. 
 
Keep in mind that my knowledge on some characters is not complete so some characters may have the necessary powers/equipment to do it.
