I'm pretty sure Grant Morison wanted and wrote Decreator to be theoretically up there with the big cosmic entities, so should be honestly a stomp on its favor here.
If is just by feats though, Shuma baby-shakes.
Agreed. but I might add, only if that really is the case.
There's issue with the presumed (but probable) intentions vs what is shown and known (even Shuma-Gorath could be judged different if taken solely by Englehart's intentions). That being, there isn't much. Is it really the Shadow of God (take the Tribunal, the seemingly overwhelming power that couldn't even be comprehended that actually turned out to be a cosmic hoax) how do we distinguish truth from what people call the apparent Godly figure and in either event what does it actually mean in terms of its power? We know it can erase things but is there a limit to who or what it can erase, as it never tested those powers against some of the bigger cosmic forces, and erasing things itself strictly speaking isn't special for several beings in both DC and Marvel. Even Agamotto without most of his power could erase the universe casually as part of a game.
So yeah, on paper and at face value Decreator absolutely stomps but it may not be so cut and dry. The characters existence is mostly theoretical so I don't think using Decreator in a vs battle is ever going to be very fruitful.
