Your logic is so bad here. Your damn smarter than this. All computers are run off of electricity. The power source just generates the electricity for the computer. This is simple shit. Unless the computer is not powered by electricity, it would not be a computer then.
Some dictionary sources say "usually electronic". A definiton taken from the same website you used says this:

Regardless the reason your definition specifies "powered by electricity" is because the technology used to design the Ikon suit doesn't exist in real life. You can't power a computer with kinetic energy in real life but the DC universe is a form of science fiction to an extent so it doesn't need to be grounded in reality when discussing technology.
Key words for ANY DEFINITION OF COMPUTER is the word ELECTRONIC DEVICE! How you power said device, Solar, Wind, Hydro, Nuclear, Heat, ect means jack shit.
