Of course he jobbed, this was written by Garth Ennis.
Ennis think that superheroes are garbage and that militaries are the strongest thing in the world.
You can look at how he has written the fight between The Punisher and Wolverine... Any other writer would have Franck sliced into little cubes. That's the same behaviour in Thor: Vikings. The military wins in the end. The superheroes were all written out-of-characters and jobbed.

Yeah, ennis is a good writer but he has a history of shitting on superheroes so whenever he does a story about capes & tights he often tries 2 humiliate them so take anything he has written with heroes with a grain of salt

I would not take everything a character written by Ennis said as face value.
