For sure. It's a quirk, which is the "superpower" aspect of My Hero Academia. Some of the quirks have very little logic behind them, but I guess the aptest comparison is mutant abilities from X-Men, just often weirder. For example, Star and Stripe's quirk, New Order. Where she can apply rules to whatever she is in contact with (including air) with certain limitations.
Decay is one of several quirks Shigaraki possesses, and it has the same effect on all materials. It simply disintegrates whatever it comes into contact with, regardless if its biological material or otherwise. With the same speed and crumble effect on everything, be it people, dirt, stone, metal, etc, as long as it's tangible.

That aside, I think it's more than fair that some people think Superman wins (especially due to speed). But Supes shouldn't be more versatile as ShigaAFO has a plethora of different quirks.
