Tony Stank, even while being injured he was able to take on both Bucky and Cap and was able to read all of their attacks with his suit. Manta would be no different.
If Iron Man doesn't hold back and unloads his firepower on Manta he can win with little difficulty. It's Manta's beam that may cause issues, but it was also debris that caused that weapon to backfire. The Atlanteans metal blade is also nice, but its range is an issue. It depends on how Tony decides to approach Manta, bc he has the advantages but can still lose if not careful. Iron's missiles are something I don't think Manta has a defense against. And the red laser should seriously damage the armor. Repulsors will knock Manta off-balance. I'm assuming this is the Mark 46 which gives the user reaction time to shoot arrows out of the air and can scan and counter opponents in cqc. Iron Man doesn't know Manta like he knew Cap, so he will use lethal force right away, so I lean towards Iron Man here. Mark 46 is very capable of killing with it's weapons, but it's not as good for non-lethal combat, which contributed to its defeat.
