He has the net gun
He’s has several explosives
And remote controlled vehicles bat mobile and Batwing
Either the batwing or batmobile is enough reason to say Batman wins since the suit he wears calls them
Even assuming that’s not included and it is the OP says standard gear and the calling device is standard, even assuming he doesn’t have it he can easily escape caps line of sight use the smoke grenades, the net gun and explosives to put cap down
You give Batman too much credit if you think he will fight fairly in any encounter

Most likely, yeah. But the shield could create some problem. In cqc, Bruce would win.

If Bruce has his mech suit and if Cap somehow loses his shield, then yes, Bruce wins.
Not to say he can't win here. He has decent gear. Its just that he doesn't stand much of a chance in cqc.

Buck is slightly watered down version of Cap, so I'd say yes.

His shield doesn't do that well against explosived(TWS highway fight), or its just wildly inconsistent in its behaviour. And the fact that Bruce carries multiple sticky explosives, likely magnetic, could become dangerous very quick.

Killer Croc was in the direct area of effect for the blast that killed Incumbus and vaporized everyone underneath. The only reason he didn't detonate the bomb himself was to deal with Enchantress's soldiers dogpiling him. There's no calling this an outlier either because he ripped off Firefly's armor in a BvS tie in which is durable enough to take buildings exploding on it. There's also the pillar feat, which still stands.

Bats just pulls out guns or uses the Batmobile to run over cap. Cap has no chance against serial killer Batman.
Phase 1 Cap was matching Endgame Cap. Considering that I'd say he wins.
If we just count Phase 1 showings, though, Batman probably takes this in a close fight due to better speed, strategy and physical feats.

Durability - tanked a Chitauri blast, a couple of these were enough to damage Iron Man
Speed - tagged Loki who reacted to a meteor

AP: Captain America hurting Loki. I guess you're using Loki's only durability feat(no-selling the Bifrost explosion), therefore Captain America's striking would be in the High Multi-City Block-Low Kiloton range.
Speed: I don't know how fast do you scale Loki for reacting to those meteors. If you're using an average speed of 20-50 km/s then it falls in the High Hypersonic+ range. If what you're saying is that Captain America's combat speeds exceeds the Mach 60 range because he was able to hit Loki, then it's an outlier too.
Batman beats the stuffing out of this Cap in H2H. Steve's physicals don't actually exceed what Batman does in the feats above until Civil War and the last 2 Avengers movies
