Probably still Steppenwolf tbh. Nothing Orm and Arthur showed in their underwater fights seemed completely out of Steppenwolf’s ability to contend with given his substantial strength and durability advantages IMO. Question would be how long can Steppenwolf hold his breath and how well can he actually move underwater long term. He showed the random ability to swim similarly to an Atlantian, but his scene down there was so short it didn’t flesh out his abilities super clearly.

Aquaman Imo. His speed alone should be a huge problem for Wolfie
