He isn't stronger than Krillin.
Everyone trained for 2 months in preparation for Moro's invasion.
Krillin tussled with a prisoner named Yunba for multiple chapters (in the first fight Yunba is deployed alongside Shimorekka and Seven-Three who fought Gohan and Piccolo, so these were pretty much some of Moro's strongest warriors, not to mention Jaco called these specific 3 "wicked strong" with Seven-Three being the most dangerous):
Their first fight was interrupted and the second one, after the two-month training, had Krillin coming out on top. The warriors that Yamcha dealt with were literal no-name fodder with 0 feats who showed up for only two pages.
Tenshinhan and Chaozu were fighting (and unable to damage) a Metal Man named Bikkura Quoitur (You probably remember that Vegeta had trouble dealing with one whose name was Auta Magetta from U6), so there's no reason to say he's stronger than Tenshinhan either.
Yamcha's statement of being one of the 3 strongest Earthling would only apply to him, Krillin and Tenshinhan since supplementary material never count Androids or Saiyan hybrids as Earthlings including Toriyama himself. At best he's still the weakest of the 3 and is only stronger than Roshi and Chaozu.
The goons Yamcha defeated lacked feats of any kind...and names.
Unlike the nobody goons Yamcha defeated, Yunba actually had feats, a statement about his strength and was apart of the main group of named antagonists who got major screentime in this arc.
Saganbo, Shimorekka, Seven-Three, Yunba, Zauyogi, Quoitur and the fusion trio (Miza, Iwaza and Kikaza).
As Zauyogi proved, they aren't all the same strength level, since a team of Yamcha, Tenshinhan and Chaozu were getting their asses kicked by him.
And the fusion that Krillin and Roshi fought was winning that fight as well.
