Let’s go Vandar. They’re both pretty much unknowns, but I’m assuming Vandar beats a guy that lost to an apprentice.

Skotia had around 0 feats, and was beaten soundly by Kallig because he abused his cybernetic weakness.

The developers really made a point of hyping up Skotia. He's supposed to be a prominent and dangerously powerful Sith, definitely an upper-tier based on the character dialogue. It's also implied that neither Zash nor Kallig could actually defeat him, hence their need for the device.

That said, Tokare has better accolades. He wins.
