This is out of order as Hunters are significantly above Lickers in terms of both durability, strength, and striking power. Their skin is like Kevlar armor.
As to your Question all of them except the Hunter can be put down in H2H by crushing it's brain. Matt is more than agile enough to do so. Matt's senses and being blind and the man without fear makes this a bit easier for him outside the Hunter where he stops. He would be able to crush the licker's brain as has been done by RE characters, but it would give him a good fight. Matt should be able to evade the Licker as fast as they are.

First, Hunter's only advantage over the Licker is durability because of its thick lizard-like keratinized skin, but the Licker has better damage soak, is faster and more agile (due to its bone structure allowing it to cover ground more quickly and jump higher), just as strong, and its claws are just as sharp as the Hunter's while having the advantage of using its tongue for ranged attacks.
Second, Matt isn't crushing any heads here. He can't even crush normal human's head, he definitely isn't crushing the head of a T-virus enhanced creature. And even a regular zombie is amped to superhuman levels.
Saying he can because RE humans can is faulty logic since RE human characters are superhuman by Netflix Marvel and MCU standards. Matt is nowhere near a RE character.
In the RE universe, intense training can turn you into a physical match to those BOW's. As you can see it being stated in Billy Coen's bio.

Matt could curb stomp someone if he wanted to, but that OoC and besides the point. Besides it's by any means necessary. Secondly, Lickers have soft brains as weakspots. Matt is far above any of the RE core heroes pre-RE4 era as they weren't even peak human yet. RE1 is Military level, and RE2 is a 17 year old girl and a rookie cop on his first day. I will admit that Billy was pretty good for who he was though, he impressed me and a personal favorite of the original era. They all grew along the way. Leon post RE2 when he was recruited, and Chris trained to track down Wesker after the events of CVX. There was a bit of change to the story in the later phases of RE5 to add Shiva a as a Co-Op character and removed the Lone Wolf aspect of Chris and Barry Burton from the game (Which Capcom redeemed for later giving Barry what he deserves). Sadly, RE games go through so many different builds and story changes and the consistency isn't always there. Sorry, getting off topic, but there's nothing to suggest a blind super hero with enhanced super senses can't dodge and evade and defeat all but the Hunters here. Yes the Cerberus is fast, but Matt is a bullet timer who will evade their leaps and drop a kick on it. Lickers will see similar effects. Also Hunters are both more durable and stronger. They have ripped heads clean off.
Resident Evil is one of my all time favorite video game series for a long time, and I'm well versed in that series. I'm quite aware of how insanely powerful some of the characters in the RE universe are and I'd love a Marvel vs Capcom universe just to see them mesh. We have characters with at super soldier levels with extreme h2h and striking power, wolverine level active healing, hive minds, 6th sense, a character who can move at extreme speeds, one with overly ridiculous durability, another with incredible strength and can rip massive B.O.W's to shreds and dust them, which speaking of the devil lost the ability to shoot laser beams from their finger tips because one of the directors of the game stated that the idea was far too "Super hero-ish" and too OP. So yes, there are characters with extreme potential in this series, and a good portion of them will straight out stomp Matt even while jobbing.
A shout out for The Marhawa Desire though! I loved that series and it heavily improved RE6. Chris's story was amazing in that.
