Dante should take the majority but I think Kratos has a shot here.

Kratos too inconsistent reaction and movement speed wise excluding outliers he's probably blur+ with hermes boots. Though I will say this his combat speed should be pretty high considering the blades he's spinning are being propelled by his 100+ class strength with each swing.

Dodging lightning is all well and good, but again, no speed is specified and it's inconsistent with any movement shown in every form of media Kratos is in. The events of the commercial never even happened in the games.

Easily comes down to Bayonetta vs. Dante, and I give Dante the edge.
