In terms of the fight both of these characters will definitely go all out with what they have and what they intend to do within the important moments in which they must get to the other as soon as possible, Danny being amoral will probably speedblitz at the start of the fight even within the show of Danny Phantom, Danny is shown to be quick to anger at some points and having no morals would further that characteristic, the options in which Danny can win would be the following:
Cryokinesis, this is Danny`s ability to control ice in all aspects of manipulative opposition he can create barriers of ice and he could probably freeze Hal in an instant if he manages to harness his ice at the right time and hit Hal when he least expects it. When Danny harnesses his ice abilities they become colder and more effective in nature but Danny would most likely want to end it quick so he would resort to using the more basic breakdowns of the ability, however an important asset would definitely be Danny`s freezing touch ability in which he what he touches he freezes. The barriers as shown through the second still or image can serve as not only useful but interesting sources of protection against physical harm if Hal tries to get in too close with his constructs, Danny will actively and instinctively create an ice barrier so that his constructs won`t break through so his constructs don`t deliver critical strikes.
My apologies for the audio in conjunction with the music but this video is a great example of what Danny`s ice abilities are really capable of and they can really help within the courses of this fight especially of he`s careful and fights smart.
Possession, this is another key ability that Danny could use to his advantage he can take over Hal and having no morals he probably will make Hal hit himself or damage himself critically or he would even utilize his phasing ability to remove his brain but Hal`s willpower might be a factor in the situation he could probably resist the ability if Danny doesn`t end it quick.
Intangibility, Danny`s intangibility and ability to phase through things should prove useful if Hal tries to battle close range Danny could always become intangible in which Hal would not be able to harm him and Danny can really take advantage of this ability he would be able to phase through Hal`s constructs.
For Round 2 with the ecto-skeleton Danny would have a major advantage but also a major disadvantage the suit itself would take away a lot of Danny`s energy or stamina but it should have enough firepower to get through Hal`s constructs and Danny can finish the fight quick if he goes all out from the beginning and is quick enough to dodge Hal`s constructs, Hal should have the defensive advantages but I believe Danny has enough power to battle against that defense.

also you are overrating his ice powers
The only powerful villain he defeated with this power was undergrowth and that's because he is a plant, the other villains he has defeated are only minions and lesser villains like walker or nocturn not to mention that there plenty of time when a character ha broken free from , and the ie touch requires close proximity and the second he gets that close hal willeasily blast him or knock him with a single punch

first of all that's not an ice barrier is an cold energy force field, there is a huge difference between cold energy and ice and that only works for fire attacks. He has never used that kind of shield as a defesne for other attacks, now , Danny will actively and instinctively create an ice barrier so that his constructs won`t break through so his constructs don`t deliver critical strikes.
frst of all there is no power he uses by instinct, that is literaly the stupidest argumente I've ever read. also what's there to belive his energy constructs wont break through? his ice has proven to be way to easy to break and hal's energy constructs are way more powerful

overshadowing has proven to be useless against people with strong will, and gues what a grenn lantern is? is a person with the strongest wil in the unisverve, not to mention that he never uses his overshadowing in battles, he always uses his brute force, flight and energy/ice powers, besides there is no prove that he can use his intangibility to remove organs

what's there to stop hal from creating a force field that nullifies his intangibility? remember that he can create anything he can imagine and coming up with something like that is not to hard, also there are little time where he uses the intangibility in battle, in fact he uses more his shapeshifting abilities when fighting rather than intangibility

this is a guy that withtstanded a full blast of antimatter form the anti-monitor having only with his base power, a blast that literally send him to another universe so danny's 100 fold ghost rays are nothing but a joke for him specially with a the blue energy empowerment, not to mention that danny would last ten minutes top with the armor while hal can last indefinitely.
so noooo!!!!, danny doesn't have the enough fire power to defeat hal with the blue energy, not now not ever
to deafeat a blue energy empowered hal he would need the ecto-skeleton with vlad improvements, the rinf and crown of pariah and the reality gauntlet
