Dan wins by scaring Hercule into Surrendering with his Gadoken. Hercule upon seeing it literally waves I white flag and gives up. When he is interviewed about the fight he'll say he refused to fight a man who relies on Light shows and illusions.

Yea Dan is the weakest street fighter. But he can still fight. He was trained by the same teacher of Ryu and Ken so he has some skill. Never saw Hercue fight so not sure.
This is such an epic Idea, let me start by saying that.
Hercule in the games is usually equipped with a jetpack and some kind of bombs to throw. He has used explosives in the anime/manga so I'll give him that but I'm not sure if I would count the jetpack.
All in all I would likely call what little Dan has in skill to give him the edge. Despite hercule likely being physically stronger.
Hercule has actually fought before, one specific instance is when the dead started to rise during the Fusion Reborn movie. He took on zombies and held his own, so much so that he snapped a zombie's neck, and thus ending their undead walking. Image Hercule re-killing a zombie even more dead than it was. That has to be an edge in not only strength but skills. I'd say Hercule wins in the end, after a slow, antagonizing battle of tears.
Hercule has fought normal humans before, and when he does he dominates. The exact episode seems to be void of me but in one instance he literally with one are punched a guy though a building IIRC

Fair enough. But none of the Street Fighters (or the King of Fighters for that matter) are normal humans. All of those guys, gals, mutants, and cyborgs are definitively superhuman in all physical aspects. Even though Dan was designed from scratch to be at the bottom of the Capcomverse's totem pole, his stats should still be well above ours or Hercule's. To say nothing of his Shinkuu Gadoken or the Otoko Michi attacks...

Hercule took a hit from cell and has blitzed entire streets full of people. Also zombies. Plus Dan is a complete joke

I have not seen that anime yet, so thank you for that very funny clip. But ironically, you've helped make my original point. Street Fighters (like Sakura, Chun-Li, Ryu, etc..) are all superhuman in their physicals. The big guys like Zangief, Honda, T.Hawk, and yes even Birdie have both superhuman stats AND stature. Nobody either one of us has ever met has a physique like theirs, and as such their strength and durability is exceptional even among their fellow Street Fighters (the same could be said about Goro Daimon, Raiden, Earthquake, Chang, and/or Maxima in the SNKverse). So yeah, him tossing Dan around like a ragdoll makes perfect sense considering the fact that Ryu is a single digit multi-tonner. Great clip, though. That ish was hilarious!!

The regular Gadoken, yes. Shinkuu Gadoken is MUCH more powerful and has considerably more range. Not to mention its underrated impact on Guard Crush Meters.
