Roku could take them. He is most likely well aware of their nature and tactics, so he won't give them the openings to use stealthy maneuvers to try and incapacitate him. He'll start dropping them like flies soon.
Is this your standard dai li that Katara wiped in s2 or are these agents on the level that the ones Azula had were on?
If the former then Roku wins with some trouble, otherwise he loses, he’s not taking 50 of those when just two were able to significantly interfere with both Aang(who albeit wasn’t that impressive that fight) and Toph.
