Heatwave. His flames are hotter by feats considering he can match Snart's cold gun. It also hurts Dabi he is actually weak to fire and his own powers tax him whereas heatwave is highly resistant. So heatwave would win a war of attrition if it came to it.

Dabi's only advantage is his area of effect.

Dabi gets fried by Heatwave. Like Jashro said above, Dabi cannot contend with a character who matched Captain Cold.

Heatwave burns him to a crisp based on what the others have said.

Heatwave spites so hard it's actually funny. Dude is super underrated.
