Zoom, Flash has shown the ability to phase through Supergirl, phasing through Kryptonians is a possibility and she'd most likely go h2h with Hunter like she always does with everyone else, I don't know how Hunter will be the exception, this would give him the perfect chance to phase through her chest and crush her organs. Not to mention, Zoom has shown to be way faster than S3 Flash at times, like for instance, in the GIF OP posted.

After the tachyon boost, Flash has been stated to be faster than Zoom.

She flies at Mach 11 to reach space while pushing an incredibly heavy load. It is debatable whether or not Zoom can reach that speed at all, much less while carrying a load that he struggled to move in the first place.

Her feats against Flash prevent them from being an outlier, and they also prove her superiority in speed.
Zoom's speed per Cisco/Caitlin's statement happens to also be Mach 11, except he won't be able to go that fast while moving an object so heavy that he was unable to move it at all for 20 seconds.

She doesn't have to. Unless there is something disproving her feat, we go by that. And why shouldn't we scale her to Flash? Should I also ask for Zoom's feats that put him above Kara without scaling to Flash?
No, they said 3 or 4 times. Barry was Mach 3.3. 3.3 x 3.5 (the average) = 11.55. Hence why Flash, who is Mach 13.2 is faster than him. And Zoom didn't get faster after stealing Flash's speed. If he did, someone would have mentioned it.
@bladeoffury: Yeah she does, if she has consistently not been shown as as fast as flash is in her own show then that shows she isn't as fast as he is. Literally any speed feat from her has been matched and/or superpassed by S1/2 of the flash(even if we include outliers).
Zoom is from the flash's show and was always shown to be much faster or on par with flash, and has flash lvl feats. Meanwhile if you exclusively use feats for supergirl that don't include her crossovers with flash then she isn't on his level. I woukd say your example is extremely bad.
They said four times faster and 4 x 3.3 = 13.4. And why would they need to? At the time no one rivaled his speed, and it would make no sense to randomly say he has gotten faster. At the very least the fact that zoom was no longer dying and was healthy would mean he is faster.
reign stomps badly to a extreme degree, and because she has killing instict she is not holding back like kara does when she fights 1 slap and she could potentialy kill zoom
She's a Kryptonian Worldkiller with powers much greater than Supergirl's. Zoom, on the other hand, is a typical speedster in comparison to her (due to the Kryptonian also having superhuman speed). I'd claim he's quicker than Reign, but she wields a range of abilities that even the demonic speedster would struggle with.
