Kryptonians aren't as fast as speedsters, but they can see and react to them. So Reign wins. One punch/kick is all she needs.
Unless zoom goes completely out of character and opens up a time or dimensional portal inside of Reign, I see no reason he wins.
Reign she hasn't jobbed a bit. Unless Zoom can somehow phase through her he wins but she can easily drop him off with hear vision if zoom stops for a second .
