As for Heroes that can beat him. Blast, Tats, Saitama as long as he isn't stupid enough to let Shigaraki attack him first, Genos, Metal Knight, and maybe FF and CE with the right robots. The primarily melee based heroes would be screwed though.

If Shigaraki were in the verse he'd be classified as a low dragon. Sheer stat wise he arguably meets the requirements his hax make him a H2H nightmare for virtually any hero below the S Class

He could even pull off wins against Pig God, Darkshine and Puri Puri Prisoner due to decay and regen.

@xebec: Not a single demon would be able to hurt him. Speed isn't even a factor due to AoE. Whether it's through AP or through decay his AoE means all demons get obliterated regardless of speed

City D was classified as destroyed after Marugori destroyed a bunch of city blocks (which is why he was classified as at least demon level) and so was City B after his giant body fell onto it when Saitama killed him, yet we can obviously see that Marugori isn't the size of a country.

The "cities" is just how the continent is divided with borders.

We've seen large parts of the continent being empty, mountains, forests, or other terrains, while technically being within "X-City".

Therefore it's not like every "city" only consists of massive human settlements and large towns. It's more so the name of the region and its border. And destroying "towns" could all happen within a region / city.

And in regards to this thread, Shigaraki has both dealt and endured more damage than a few dragons.
