Edit: Could stop at 7 tbh. Current Garp is nowhere as strong as Yonkos. Garou powdering PS might be enough to harm Garp and he's not getting tagged.

Perfected Fist Garou would give him all he could handle. He might stop there

Not only is Human Garou marginally weaker then Garp, he's also massively slower than him, and "massively." is probably an understatement.

@temsbumbumm: what’s skill gonna accomplish here? Skill didn’t mean much to someone like metal bat who literally just swings a bat and has great physical ability yet he gave garou issues. Hell Garou’s arms were trembling from his bat impacting his hand while using his “skill” to deflect it. He’s gonna try to deflect Garps punch and it’ll break garous arms and put a hole through him. Not that Garp needs to even make contact with garou as his AOE from his attacks would turn garou into dust given the recent chapter.

Later versions of garou would stomp.

Garou outside CF explicitly has weak internals organs. Regen does not mitigate damage received only help mend it.

One Piece haters are really bad at power scaling.

Current Old Garp... but he's bloodlusted... hmm... I feel like we need to see more of his advanced types of Haki (Does he have Future Sight, Internal Destruction, etc) and/or anything special or interesting at his disposal.

But as I of now 9-ish is a good place I reckon depending on certain variables could go up especially if he has the aforementioned haki above.

The mere fact that Garp is bloodlusted adds so much onto this as well.
