@garobesthero1: Primarily his ability to gain a significant amount of power after each near-death encounter. For example, one boost saw him go from getting wrecked by Royal Ripper to one-shotting him. Similarly, Garou was beaten by Rover and then wrecked by Orochi so badly that he lost consciousness and went into a feral state until Darkshine hit him a couple of times. Thus, this boost in power would be fueled by 3 Dragons: Rover, (a holding back) Orochi, and Darkshine, so the boost in power would certainly be enough to place him above Rover. He's certainly fast enough to dodge the blasts at this point and Bang and Bomb subdued Rover with a Cross Fang Dragon Slayer Fist, which Garou at this point can now perform on his own.
@necromancer76: Is that technique stronger than the one they used against Elder Centipede? Hmmm he already had some heat resistance before that he might totally resist Rover blasts easily now.
