Still Franklin. Literally recreating the Marvel Multiverse, same as Manhattan. And then you take a look at all of his other feats (all consistent with each other) and it's pretty clear to see Franklin's still just on another level to Manhattan.

Manhattan can become omnipotent or near omnipotent, yes?
Franklin as a child = celestial level. If he were to unlock his powers completely and train, he could reach Eternity level. His reality warping powers are pretty OP, OP enough to fight someone slightly above celestial level and defeat him as a child.

Second, I think your right. If the celestials did fight Eternity is basically trash in terms of fighting, unless he just decides to end it quickly w/ a big blast. But your also right about the Manhattan one. If this is the most powerful form of Manhattan, he would win.
But then again.. Telekinesis, Telepathy, Matter Manipulation and less than nigh-omnipotent (higher than deity though) reality warping > mostly only matter manipulation (though Manhattan has been known to use more powers than just that, like size alter for example)
But yeah, it basically comes down to Franklin's Reality Warping & Manhattan's Matter Manipulation as his Matter Manipulation would still surpass even Adult Franklin Richards.
Coming not just from me, here is a chart for tiers in Marvel, I won't be including EVERYONE, just a few known people (Franklin, Celestials, etc; compared to them, in DC, Manhattan would be around nigh-omnipotent tier depending on which one it is, maybe even slightly above Nigh-Omnipotent, maybe alittle less)

Manhattan should slaughter ! he was stated to be higher than pre 52 Mxy in term of "raw of power" or simply "reality manipulation" that should put him at multiversal+ level easily which mean FR would get annihilated.

Dr. Manhattan creating the New 52 isn't that impressive when Franklin (As a child) created Universes and Pocket Universes.
Can I get Manhattan's feats outside of the above scans and the original Watchmen comic? And pretty much anything abut Franklin that isn't a comparison to Galactus?
@arranvidreturns: It's the Comedians button that Batman had previously found. Thawne stole it from him and used the residual energy from it to track down Dr. M thinking that he could steal Dr. M's power for himself.... We know how that turned out
@silverrings: Manhattan doesn't have that many feats since he has limited appearances, but what little he has be shown to do is pretty impressive. Now his implied feats, that's a whole other story. Based off of what we are told by other characters in rebirth, he is more powerful than even Myx, which is crazy already. He can affect the multiverse and timeline at will. He one-shotted some pretty powerful people, like Pandora. He was able interfere with The Guardians ritual to bring back members of the blue lantern corps by using the power of the white lantern. Not only was he able to stop the ritual, but he destroyed the white lantern ring, turning Kyle back into a green lantern. He instantaneously transported Jor-El away from Krypton literally at the moment of the explosion. He saved the Comedian right before he hit the ground, but not only did he save him, he transported him into the DC universe at the same time. He did most of this without even being present at the situation and remaining entirely undetectable.
This all seems to be him just toying with people at this point, like some sort of experiment. With that said, I don't think we have seen close to his full power.

manhattan has power over matter and energy to a an untold level but is still bound by there laws he can't make impossible things happen franklin has reality warping powers he could do anything he wants.
@comic_book_fan: I would argue that Manhattan has some form of reality warping or his matter manipulation is on Molecule Man levels since he stripped 10 years from the DC multiverse. Either way, he should be more than enough for Franklin.

Franklin wins in my eyes. Yes technically Manhattan has warped dc on a multiversal scale but thats cause he is alting things in the original universes past which in turn affected the multiverse. There is a scan where mxy calls him aka Manhattan worse but if you look at the context of the issue mxy simply acknowledges changes throughout the multiverse as weirdness and he knows Manhattan is causing it but he doesnt understand how. He says he is worse cause he is experimenting with the multiverse while mxy only toys with superman. So no Manhattan isnt above mxy and unless he shows it in the next to issues he simply isnt
After catching up on DDC. Definitely going Manhattan, he literally reshaped the multiverse/interfered with it a few times. He could easily alter any universe since he's screwing with the multiverse's center essentially. I'm not sure I'd put Manhattan above WF Mxy, but then neither is Franklin.
