Maybe other solar systems but unless shown otherwise the dragon ball solar system can be presumed to be identical to our own. We even know that three planets have been named and one shown in dragon ball which would be Jupiter, Mars, and of course Earth.

the scan demonstrates that the writers were not afraid of using the term "nebula" to refer to a simple collection of planets orbiting a star, which our solar system is. Seeing as the word often translated as either "star" or "planet" generally means "celestial body" in Japanese, the authors were probably trying to define a nebula as a collection of celestial bodies, and looking at it from that perspective, our own Solar System would fit right in. Outside of this purposedfully-vaguely worded quote, there is no evidence that Dragon Ball's solar system is any bigger than its real-life counterpart.

Except there is no evidence that the quote is meaning to say the Solar System itself is comprised of innumerable stars. It simply calls the Solar System a nebula, right after defining the term as a collection of celestial bodies, with other quotes implying the term is being used broadly, and could potentially refer to a mere collection of planets, which our solar system is. There is no external evidence which would imply the solar system is bigger other than this extremely vague quote.

Even if you restrict those abilities I'd still go with him. He still has the powers of all phenomenon in the universe (gamma ray bursts, supernovas, etc.) so even in base he should be comfortably star/solar system level on paper.

Remember the DBZ androids are part machines and their internal mechanisms were created thru science not magic.

Base CF Garou without any stat copying could honestly get anywhere in Cell Saga depending on where you place him from star level to solar system level.

Or Base CF Garou is just barely Namek tier if people only go by the gamma ray burst calc which I personally don't.

CF Garou stomps his way up to the Buu saga via stat copying before he promptly gets dropped by any form of Buu or SSJ3 Tier fighter.
