In ONE's version, they are evenly matched but in Murata's version, Murata said himself (IIRC) that he would make Garou stronger. And he did. Garou has the upper hand in speed, strength, martial arts, and hax. His new form doesn't have any feats but even his former version beats Boros.
Saitama implies that this attack could destroy a planet if he let it connect with the planet. This is why he jumped.
It is actually stated in the translation that what Garou used is equivalent to a Gamma Ray Burst from what I have heard. Making it at least Star level.
