Above it is shown that Letho can burst into a room, kill an ex-Scoia'tael elf and subdue Triss Merigold before any of them could react even though they were at different parts of the room. They were on guard too, as Triss specifically had Cedric stand guard with his sword drawn.

All witchers can parry bolts mid-flight, and Letho has dodged an arrow at close range.
In his two fights with Geralt neither fighter had any clear speed advantage, and at this point Geralt could parry arrows from four elves shooting him at the same time and could defeat FTE Vampires.
