If these two Mega Civilizations ever clashed into a Full Scale War.. Who would win?

Waaaaaaaaaaaaay more feats under the Covenant's belt v.s. the mysterious Combine.

Only sound argument for the Combine is the "7 Hour War", the fact that they're inter dimensional conquerors, and Dr. Breen talking down "The Overseer" from wiping Earth(or their universe) from existence- and even then they suck when it comes to resources.
