Is this MGS4/Rising Raiden? If so, he takes a clear majority with some fight. Cole has the power to fight and possibly defeat Raiden, but greatly lacks the pure speed, strength and visceral fighting skill to keep up period. Cole's best bet is using the Ionic Drain to absorb all of the neuro-energy from Raiden, land a perfectly timed Ionic Freeze on him, throw him off of his feet with the Ionic Vortex or landing a clean Overload Burst shot on him to discharge all of his electrical energy. He'll most likely get decimated though......even more to the point of a stomp since this is in the Himalayas where there's hardly any electrical sources to keep Cole powered lol... :(

You should state it in the OP, otherwise people will get very confused.
Not really, Cole & Raiden both are lightning manipulators.. it was pretty obvious..
If he was using Raiden from MGS, then he would have stated it.
@pope052: I know very well about all characters in this thread, I still got confused. MK Raiden doesn't get nearly as much time on the vine as MGS Raiden, so of course at first assumption I thought it was MGS Raiden. I don't see how since you didn't get confused, you can assume no one else did.
Guys, Raiden is a robot that relies on electricity. Cole drains electricity and can improve his senses to time slow. He has AOE based attacks and a homing instant lightning storm. Do the math.

Raiden wins this. He's immortal and unstoppable if no PIS. The MK one. How would Cole even knock him down when it took a Thor to beat him? Make him fight Beast Cole. That would be pretty Cole for me.
MG version is a bit more different.

It's not as obvious as some people think, yes MK Raiden and Cole both manipulate electricity but MGS Raiden was Cole's rival in PlayStation Allstars and that's probably why people were confused. Still really hasn't been clarified so I put both answers lol.
@undinehuntertitan: MGR Raiden relies on MCFC, not electricity. Even then, it only powers up his Blade Mode. Raiden is still a casual bullet-timer without it. He stomps/blitzes/zandatsu's/whatever.

@synchronized_123: It's probably because even if Raiden is fast, Cole has kept track of someone who could teleport so fast. Even multiple teleporters. Then there's that man who can move as fast as lightning too that he avoided. And then there's that time slow effect he has on his mind. Gigawatt claws, which shredded a monster's arm when it was untouched by a large building buster rocket from the miltiary should be around building level too. Add in the part where he took down the Beast, something that needed a nuke to go down, puts his attacks around city level (if he constantly attacks someone I mean)
What really seals the deal however, is how Cole can just magnetize his target away. So if Raiden gets close, he could magnetize him away with that graviton shockwave.
If not, he could also just drain Raiden dry of any electricity he has, or rip him apart. Then there's the freezing/tornado/drain route too. And the city level lightnign storm
@undinehuntertitan: Raiden has also dealt with someone who uses magnetism as a weapon. Blade Mode also has the slow effect. In fact you can swing more than dozens of times in it for the time it takes a single helicopter blade to make a complete revolution. Raiden survives getting rammed by a 100,000 ton warship in an outdated body that got stomped by Jetstream Sam, barely takes damage from Armstrong's barrage of punches which broke EXCELSUS in half, catches a 30 m blade in the air and uses it in a sword fight against EXCELSUS, etc.
@synchronized_123: Magnetism and electrokinesis are kinda different. And I doubt they have the same finesse as Cole who can manipulate gravity
Still, worth a shot.I doubt Raiden could react to Ionics combo so that's one of the few things Cole can do though. If he doesn't do that, Cole dies.
@undinehuntertitan: How fast is the Ionics combo? How strong is it? Can he react to Raiden, who can cut something into a thousand pieces in under 1 second?
@synchronized_123: I would argue that he could react to Kessler who easily dodges his lightning attacks and other teleporters, and that Ionics are nearly instant. But yeah, Raiden has a higher chance of winning here
@synchronized_123: It states in MGR electricity stuns the cyborgs temporarily. All Cole uses is electricity, making this an easy win.
@godofnick: By that logic, Raiden shouldn't be even able to run or lift a Metal Gear since electricity constantly razes throughout his body when he does that type of stuff. Try harder.
