They both have prep time. Cole has all powers that he's ever used. Batman has access to all Gadgets he's ever used. The setting is in Gotham City and Cole is familiar with Gotham.

I don't think it makes a difference.Batman has ALOT at his disposal.They only have 1 hour prep.
Cole has his draining power that will give him infinite power for a certain time that drains humans and buildings in a giant radiance.
@TDK_1997: well Cole becomes the beast at the end of two (evil ending) so he can take cities out in a hour and if Cole was in the same universe Batman might get the plague or gets the conduit himself.
@steelhound56: Honestly, I find the Insider suit to be almost irrelevant at this point. It was only used once and hasn't been even seen or mentioned in the New 52 so I wouldn't expect him to resort to it.
Batman wins regardless since he has far more at his disposal.
Batman stomps. Insider Suit makes all of Coles electric powers useless. The suit drains Cole's electric powers the same way cole drains electricity from electric grids.
To fight insider suit, you have to go h2h, it drains all normal energy projection attacks (not including magic/chi but probably including lantern energy).
To be absolutely silly. Batman installs iron fence. wins. Batman calls Aquaman, says he has the perfect villian for Aquaman. Aquaman says "yay, I don't just talk to fish anymore" Btaman wins by giving Aquaman self-esteem.

Cole with all the powers hes ever had includes future Cole, who can travel back in time, teleport, create electric copies of himself, cause earthquakes.
Cole with all his powers includes his ice powers, his fire powers, and his powers as the Beast. Who's energy attacks were making their own gravitational field.

Batman would be one of, if not, the hardest foe he has fought but Cole would fry Bats and any of his equipment in the end. Batman is being way over exaggerated in this forum and Cole is being way under rated

The Beast tanked a nuke, whom Cole was able to severely weaken in there final fight. IMO all it takes is a couple blasts max and Batman is down.
Batman with access to any gadget he's ever used gives a huge arsenal to him. I'm a fan of Cole (more-so of Mercer, but whatever), but Batman is mascot of being prepared. Of course your average rubber suit isn't going to stand up to a torrent of lightning, since even though it doesn't conduct electricity well doesn't stop it from melting from the heat. But Bats has better. And Cole has a huge weakness of short circuiting in water. Cue Batman with a fire hose. Batman certainly already has plans for fighting an electric-based super, he has plans for everybody. Still, Cole with the Beast's powers would definitely be tough.

Yes and no. A lot happened to Kessler that cannot ever happen to Cole (Kessler himself is vital in a great deal of it actually), so alternate universe version rules apply in my mind. Especially seeing as Kessler himself seemed to have tech or implants that we have no real idea of the scope of. Also I used the spoiler warning to keep that bit on the hush for anyone that didn't finish or play the first game.

Yes and no, Kessler is technically Cole but from a differnt timeline. Cole had differnt things happen than Kessler did. So because Kessler interfered with the past Coles future was altered entirely
Lets be honest... Batman has had years worth prep to take the justice league. Cole is a power house... This is in no way a stomp... Is cole still weak against water?
I'd say it could go both ways having batman access to all his gear and cole to all his powers including not just lightning but also fire/ice.

As I've said, he was just fine in the rain. It takes being completely submerged to hurt him.

@parryboy: That he's ever USED. Beast Cole doesn't really have feats. He never learned Teleport except for his firebird move he got from Nix.

Beast transferred all his power in Cole-- resulting him in death. He was tired in killing and he believed that his plan will continue on with Cole, so he transferred his power into the man.
We still have Kessler, who was Cole, and had time travel. Also he can summon these weird flotaing things and make copies of himself.
Batman throws a explosive batarang in his face and kicks him in the balls.
That won't work at all, not even in the slightest.
