It still appeared that Jay was going all out, so one could infer that they were both reacting at FTL speeds.

Jay might have been serious, but it doesn't mean that he was using his full speed there. No one reason to infer something that wasn't stated or at the very least, implied. Doesn't look like FTL speed there, and as the caption states, they are moving like lightning bolts. Lightning doesn't even move as fast as light does. All I get from that is Black Adam keeping up with Jay Garrick and vice-versa, but the speed at which they are moving can't be determined.
I did. Jay states that Black Adam's strength begins to flag at approx. Mach 500. Then, he stated how fast light moves and what happens when you achieve that speed (but, nothing about himself or Black Adam getting that close to light speed). That was when Black Adam stumbled, Jay stole his speed, and thus, achieved speeds faster than light.
