1. First and foremost, Batman is a strategic genius, which is the most important thing in a battle like this. With over 10 years of in field experience, and even more years of study and training, Batman boasts a big advantage in regard to strategy and battle IQ. He has faced dozens of villains with varying abilities in his time, and is stated to have genius-level intellect.
2. Batman has fought an opponent with similar manuevarability to Goblin, in Firefly. The location for this fight is the same as in the linked video. Batman has plenty of obstructions to take cover behind, and smoke bombs for additional confusion. Aswell as this, Batman is a master of Ninjutsu, and has a great capacity for stealth and general theatrics (example of disappearing act). To add on to this too, Batman generally has great evasive skills, which are displayed neatly in the linked fight at 4:00, where Batman evades a handful of small explosives thrown by Firefly. Batman has an "arsenal of gadgets, vehicles, and advanced technology" at his disposal (except vehicles in this battle), which will also be of great assistance against Goblin. Batarangs, Glue Grenades and the Batclaw are a trio of gadgets that will be great for targeting Goblin at range and pulling him in while he's stunned. Allowing Bruce to beat him down in CQC.
3. Green Goblin is not averse to close quarters combat, once he realises that he's not at advantage at range, because he's less adaptable, less well coordinated and less versatile in terms of technology, he'll probably close in and attempt to beat him down in melee. However, what Goblin has actually done, is doom himself to be beat down by a master martial artist. Batman is too fast and skilled in combat to the point where Norman won't land a strike on him, below is a list of his combat accolades/feats;
4. Due to Green Goblin's enhancements, there is the question of how Batman deals with the gap in physicality. It's quite simple, Bruce wears a suit of armour, it being an array of titanium armor plates, woven together with fabric to protect Bruce while allowing him full flexibility. With this armour, he's been able to withstand attacks from many superhumans, such as Bane, who he took repeated hits from. For reference, Bane is strong enough to throw a car 100 feet away, and could even cause a large room with thick concrete walls / roofing to collapse by clashing into the walls a few times (see how the room collapses at the end of the boss due to the damage caused by Bane's charges into the walls. This line of scaling establishes that Batman can take a good deal of punishment from Green Goblin, should he need to.
As for Green Goblin's durability and putting him down, it shouldn't be a massive problem. Bruce will beat him down the same way he did Killer Croc, casually evading all attacks and gradually wearing him down. For reference, Killer Croc can no sell sniper rounds and shrug off building sized explosions. If this alone is not enough, Batman can drop a smoke bomb, and amidst the confusion spray explosive gel on his fists to greatly enhance the power of his punches (it was enough to one shot a Bane level opponent). Btw, Batman will have full awareness in the smoke, due to Detective Vision.
Batman has proven himself to be great at dealing with range when he fought an opponent with similar manuevarability to Goblin (Firefly), he can quickly evade Pumpkin Bombs and such the same way he did with Firefly's dozens of mini explosives (Goblin only has a small few Pumpkin Bombs too). Using his Grapple Gun, he can pull in Goblin, then beat him down in close range. Batman has a clear W in close range because he's far more skilled, has the armor to withstand some hits, and hits hard enough to beat him down over time, but also has gadgets to aid him, such as smoke bombs which will hinder Goblin's vision (not Bruce's though due to detective vision) and explosive gel which he can use for devastating impacts.

The Goblin hosts a variety of gear that'll aid him against Batman
You already conceded it in your opener but I'll just show how big it is, in this instance he powerbombs Spider-Man through at least five floors of concrete and cement and tanks the impact himself just fine. It's pretty hard to see Batman coming out in any sort of fighting condition given the most he's tanked being ragdolled through is through a single wall.
During the apartment fight, he tanks several blows from Holland's Spider-Man to the face without any form of discomfort even getting web slung down a marble tile floor breaking it.

This fight has a heavy reliance on Batman being able to dodge Firefly's flamethrower and explosives then pull him down with a grappling hook to deal bursts of damage. The tactic works against Firefly but it won't against Green Goblin
I think we can both agree that Otto's arms are far better than Batman's grappling gun, as seen here Otto completely stretches out two of his arms and still struggles to hold onto Norman's glider. We then see Goblin casually slice one of his mechanical arms off with the glider after rigging the box with a bomb.
The same arms are shown tearing upwards through a highway overpass earlier in the film and were described as "virtually indestructible" by Otto in Spider-Man 2, if Dr. Octopus couldn't bring down Norman, Batman and his Batclaw aren't going to do any better.
Sticky grenades and batarngs are powerful but aren't gonna help against someone in the air unless I'm missing some instance where it does. As far as I know, the only aerial opponent he's fought is Firefly and his only option against was the Batclaw - just in case there is some instance, Harry has experience with sharp-pointed projectiles and explosives and is mostly unharmed by them:
In the first instance, he tanks several of the razor bats flying into him and in the second flying through an explosion caused by one of them. Norman himself has flown through a bigger explosion when he crashed through an aerospace exoskeleton
Harry isn't Norman but given they take the same formula and procedure to get their abilities he should scale to roughly the same level of common sense. With this I believe I've countered the three counters you've listed for Norman's aerial advantage those being:
Next, I'll address Norman's massive aerial advantage with which he can bomb Batman and the area to kingdom come:

The keyword here is small, compare the radius of the goblin bombs to that of the one you showed him dodging:
A single pumpkin bomb can have a bigger fireball and more destructive output than several of the tiny ones Batman dodges from Firefly - if Batman gets caught in the blast radius it'll be very punishing.

Smoke bombs may allow for confusion but when Batman implements any of the tactics you listed to bring Goblin off the glider he's obviously gonna make himself exposed so that part really doesn't matter. At the range, Batman is getting bombed pretty simple.
Goblin also holds a massive advantage in hand to hand, with one arm he could overpower Batman's entire body strength several times over:
In Arkham Asylum and Arkham City -- its a game mechanic for Batman to use explosive gel to break down walls heavily implying he cannot do it himself (I can show instances of this if you want) compare this to Goblin's spine buster on Spider-Man where they went through six floors of concrete in one attack and that portrays a very substantial physical gap between them.
- Stated to be an "Expert in most known forms of martial arts" (see above picture)
- Defeated Ra's al Ghul in combat, a 600 year old warlord who has expertise in swordsmanship
- Defeated Deathstroke in his early days, who's stated to be the world's greatest assassin and can clear hallways of hitmen in seconds
- Defeated Azrael with his back turned, who had been studying Batman's exact combat form/style for years and is skilled enough to beat a dozen trained militia in combat
- Defeated every ninja at his place of training, including Lady Shiva, to prove himself as by far the best combatant in the camp, often facing a dozen ninjas simultaneously
Batman is obviously more skilled, however, all of these opponents are those who have stats inferior to Batman or only slightly better (Deathstroke). One of your own boss fights you linked -- Bane upon being drugged up is able to grab him and throw him through a wall after tanking his blows
the way to beat Bane in that boss battle is to use his slow reflexes and momentum to destroy the roof on top of him so he is obviously well below Goblin as a fighter after Venom goes into his bloodstream -- [Full Boss Fight For Reference]
Similarly, Killer Croc is canonically able to tag Batman and slam him into the ground and nearly bite his face off after he tanks a series of blows from Batman in a game mechanic {Full Boss Fight For Reference}
Norman is a more intelligent and capable fighter compared to both Croc and Venom Bane and physically more powerful, I would like to address one of the feats you posted in which Bane throws a car like a mile away which is clearly in outlierish territory - on one of the same scenes you linked in your post Bane gets overpowered and run over by the Batmobile, the batmobile is heavier and stronger than a normal car by a fair bit but still well below the level Bane shown in the exaggerated medium, I can also show feats for Titan users that would contradict this if you want to press this as consistent.
Anyways Norman is clearly a better fighter and more physically dominant to Bane (ignoring that one feat) and Killer Croc:
Even against a bloodlusted Tom Holland Spider-Man with various parts of his body webbing together restricting mobility he's still able to tag him with a smack across the face and land a slash on his arm with the hidden blade:
We can discuss both Spider-Men in the next set of posts but I think you'll agree he's a lot faster, stronger, and evasive than Batman is -- He can also use his Goblin bats to aid him in combat which can attack Batman even whilst engaged in melee.
I'll just briefly touch on him:
Bane hitting Batman and him shrugging it off is another thing that's been exaggerated - we can see Alfred concerned for his health in the time Bane is hitting him and his vision blurs right before one of the attacks. The combined might of all those attacks destroys a wall.
To summarize cuz I got lazy near the end of this post - Goblin is physically dominant from air and from land and will quickly put him down with superior strength and WWE wrestling moves.
