“Remind me what level you think Hokage Naruto is?”
Whatever the writer wants him to be.
“Also, so we can get context. What level are EOS Rukia and Renji?”
Depends on what stat.
When discussing the speed of a fictional character, there are two main things to consider: The character's quantifiable feats and the way it is portrayed. In this section, I will go over the two main types of speed and compare the feats and portrayal of the two fighters in each of them.
This is were Galand's speed advantage is most apparent. While Naruto has never shown the ability to quickly traverse vast distances, Galand is capable of doing so even in his base form.
The official translation of Merlin's quote is: "He instantly leaped several miles out of my magic's sphere of influence and escaped!" Let's find the distance Galand moved and the time it took him so we can determine his movement speed.
Merlin's is capable of teleporting people to completely different places around the world, from snowy mountains to oceans, from a somewhere its day to somewhere its night. This implies her maximum range is thousands of kilometers.
But as a low estimate, let's take the distance between Edinburgh to Liones, two places Merlin has connected with a portal before.
186 Miles are equal to about 300 Kilometers. The time it took Galand is also quite simple to determine, as he dropped Meliodas when he started moving and he was gone before Meliodas hit the ground, which happened after Merlin snapped her fingers to activate her spell. The time it takes someone to fall 1 meter is around 0.45 seconds, which places Galand's movement speed at 666 kilometers per second (very appropriate for a demon), or Mach 2,200. Note this is rusty base Galand and I have lowballed both the time and distance.
From this feat alone it's very clear Galand is portrayed as someone possessing extremely high movement speed. He moves faster than many fighters can see and he blitzes people with little effort. Naruto, on the other hand, is rarely portrayed to be this fast, with people like Boruto and Sakura perfectly capable of tracking his movement.
Combat speed is another category where Galan excels while Naruto falters. Using some very basic math and scaling, it is easy to show Galan's speed is far above four-digit Mach, while Naruto barely has any combat speed feats to speak of. Let's start by quantifying Meliodas's lightning feat.
In this feat, base Meliodas, without his sacred treasure, fights real cloud to ground lightning pretty casually. The speed of lightning is around Mach 1200 (sources 1, 2, 3) and as I will show next, Galand is much faster than base Meliodas.
Sealed Meliodas has two powerful forms he can excess: Curse Mark and wrath mode. Using his demon mark, the weaker of the two transformations, he was able to blitz and one-shot Ban, his physical equal after Ban has stolen all his strength and added it to his own. The demon mark increases Meliodas's power level from 3,370 to 4,400, an increase of only 1,030 points. Berserk mode provides an increase of 6930 points, so it's safe to assume it makes Meliodas much faster.
Galand was able to easily blitz wrath Meliodas with his halberd, calling him unbelievably weak, so he should be at least 50 times faster than base Meliodas.
Scaling from the lightning feat places Galand's combat speed at Mach 60,000 lowballing, as Galand is probably hundreds of times faster than base Meliodas. In the Naruto verse, however, lightning is considered to be extremely fast, with the most experienced character in the series stating it cannot be avoided (by people on Itachi's level). Itachi can keep up with KCM Naruto, placing him at below lightning speeds, a bad place to be for someone a few powerups away from his fastest form. Note that Itachi didn't react to Kirin, he activated Susanoo before that Jutsu was launched at him. Even if it was somehow proved that the Itachi waited and activated his Susanoo only after Kirin was launched, it's would still be only a millisecond reaction feat.
Fights in NNT as a whole are portrayed to be much faster than fights in Naruto. After images and slashes faster than eyesight are common, while most Naruto hand to hand fights look like fights between street-level characters. Even base Meliodas is portrayed as extremely fast, and Galand has some good portrayal "feats" of his own.
Galand's cutting power is far above what Naruto can handle. To prove this, let's start with base Meliodas and his feat of cutting a mountain in half with a twig. For those who are unaware, cutting stuff with air pressure is considered god-tier stuff in Naruto, with Madara only having a decent air pressure feat in his perfect Susanoo.
This is what Meliodas can do with a twig, with a real weapon he can do way better. This is especially true in NNT, a verse in which a proper weapon is required for a fighter to utilize his full power.
This is by no means a baseless statement. Lostvayne, Meliodas's sacred treasure, has a feat proving its striking power is massively superior to that of a regular sword, which is, of course, far more effective than a twig. Here Meliodas casually chops a giant demon's arm with Lostvayne:
The same demon has previously tanked multiple sword strikes from Meliodas, proving the sacred weapon is far more powerful than a regular sword.
Galand scales far above Meliodas, but he has is own cutting feats to show he can one-shot Naruto.
Sadly, all this cutting power is wasted on Naruto, a character with very low piercing durability. Even a sword used by a character with Sakura level stats (Shin Uchiha) can easily pierce him. Any of Galand's attacks should be more than enough to one-shot Naruto.
With a starting distance of only 10 meters and with both fighters being serious, there is only one way this fight can play out: Galand blitzing Naruto and one-shotting him. Naruto never encountered anyone with Galand's level of combat or movement speed and he doesn't have the durability to survive Galand's attacks. Blitzing is something Galand does frequently even when he isn't very serious, so that's totally in character for him. Take his fight against Ban for example.
Galand can also regenerate if he is injured or activate Critical Over if he feels pressured, but that's not going to be necessary here.
