I believe Oliver has sufficient Striking Power to put down Ra's and due to his also superior skill and speed (which will be proved later) he will land more hits and therefore put Ra's down before the latter puts Oliver down. If Ra's had superior strength and he could put down Oliver with a few hits then that would be useful, however he does not have a strength or any physical advantage over Oliver.

Oliver has taken hits from much stronger beings than Ra's al Ghul, so putting Oliver down is going to be a struggle. Also considering Ra's is less skilled and will land less hits.
Tanks a hit from Atom, who can knock back Steel and make the Waverider shake.
Tanks a few hits from a Dominator, Dominator's can knock back Steel who is stated to be 100x stronger than Regular Steel.
Tanks a barrage of punches from a bloodlusted Flash, who can bust punching bags.
Tanks hits from Malcolm Merlyn, who can dent metal.
Tanks an explosion that sent him flying hard enough to cripple a car.
Repeatedly takes punches from the superhuman Cyrus Gold.
Tanks being tackled into a concrete wall by Slade.

Speed is where Oliver excels, he has a clear advantage over Ra's here so he will be able to avoid most of Ra's al Ghul's attacks, which is not great for Ra's as he will also have struggle putting him down in general.
Catches an arrow while initially having his back turned.

Shoots a Grenade Launcher Round out of the air.
Hits an Arrow out of the air with a flechette and moves at a regular pace while others are in slow motion.

Oliver is a master of close quarters combat, similarly to Ra's both have insane levels of Martial Arts Skill / Experience.
I believe Oliver is more skilled than Ra's in H2H Combat which will allow him to land more hits than the latter, and due to also superior physicals. Ra's will go down first. I will try to avoid using feats with Oliver's bow or with a sword, unless I'm trying to show combat awareness.
Easily disposes of 7 of Talia's Ninjas.
Takes out around 10 Mercenaries (Discounting the 2 he shoots).
Beats Mr Terrific, Artemis & Wild Dog in a few seconds.
Beats 3-4 Argus Agents.
Beats 3 Special Forces Soldiers.
Beats a Metahuman with Super Strength.
Defeats Talia al Ghul.
Fodderizes Joe Wilson, who could easily beat 2 Argus Agents, and although he beat the Agents in a dream I see no reason why the writers would put in a feat beyond his capabilities, and this is not. Especially since he beat 3 Argus Agents in 10 Seconds with his sword.
As I have proved, Green Arrow is more skilled than Ra's al Ghul, and due to also being physically superior, it will take more hits for Ra's to put down Oliver than Oliver will need to put down Ra's. Due to Oliver's superior skill and also superior speed he will land more hits and therefore put Ra's down before he puts Oliver down.

As most would believe, Green Arrow has a clear strength advantage: lifting and striking wise, I agree with this opinion as Ra's lacks little to no strength feats. Oliver has achieved some feats that are on the highest end of peak human strength. This will mean putting Ra's down will require less hits than the opposite, giving Oliver an advantage. I don't think you'll dispute against the idea of Oliver being stronger so I'm not going to spend too long here.
In this gif Oliver kicks down a door that has been padlocked shut. Ra's does not have a single feat comparable to breaking something as strong as metal.
As well as this feat, Oliver has shown the ability to break several different structures too such as a brick wall, by kicking a man's head clean through it.
Additionally, Oliver also has quite a few feats against established opponents, here Oliver kicks Rene into a tree essentially one shotting him, the same strike caused Rene to go to the hospital and have a severe back injury.
Another established opponent to face Oliver was Cyrus Gold, who was an enhanced being with superhuman physical characteristics. Oliver repeatedly staggers this Superhuman, again displaying great strength.
As for lifting strength, I can't actually remember a single feat from Ra's. Whereas Oliver has these in spades.
As for durability, Oliver also has a clear advantage. Ra's durability feats consist of him taking hits from Batman, a weaker opponent than the Green Arrow himself. Luckily, quite the opposite is true in Oliver's case, he's taken hits from much stronger beings and kept fighting.
Green Arrow takes 7 hits from a Mirakuru Amped Deathstroke during their fight on the island, this is particularly impressive because Slade is capable of punching into a man's chest, a feat far beyond the capabilities of Ra's al Ghul.
Green Arrow shrugs off dozens upon dozens of hits from a pissed off Barry Allen, who as pointed out before was capable of busting punching bags.
Oliver has also repeatedly taken hits from a superhuman, Cyrus Gold, he shrugged off this hit that sent him flying and took this hit too without much issue.
From this we can more than conclude that it's going to take Ra's a lot of hits to put down Green Arrow, whereas Oliver won't require as much, this instantly makes skill and speed the most important areas for Ra's if he is to land so much hits and put down Oliver.
So without further a due, let's move on to these areas.
Speed is one of Oliver's strongest areas, Ra's doesn't have much of his own speed feats but I assume you will be scaling him to Batman, but rather than addressing that now, I'll leave that for counters and just lay out some of Oliver's feats first.
Oliver consistently arrow times in the show, in one of his most impressive feats he catches an arrow while initially having his back turned, this is something I can't see Ra's or Batman replicating as they have nothing close to a feat like this.
In a similar feat, Oliver hits an Arrow out of the air with a flechette, but unlike a regular arrow time, Oliver here moves at around the same speed as the arrow itself, while all other people appear frozen. Making this a great showing of reflexes and movement speed.
As for combat speed, Oliver has taken out 3 established opponents consecutively, and although non of them are quite on Ra's level, they were all trained and the numbers advantage they had makes it quite impressive.
I believe this is the closest category between the 2 combatants, and I don't view the gap as relatively large. Unfortunately for Ra's, due to his inferior physical position, he's going to need a huge skill advantage in order to land the amount of hits he needs to, in order to put Oliver down before the opposite happens. However, I believe Oliver will land around the same amount of hits but each hit will be more impactful due to his striking power.
Oliver puts down 7 of Talia's trained Ninjas without being tagged.
Oliver takes out 4 Argus Agents while enclosed in a tight area.
It doesn't take Oliver very long to defeat Talia al Ghul in H2H.
Oliver straight up fodderizes Joe Wilson, the same guy who took out 2 Argus Agents with ease in a Simulation, and although it's a simulation, it was designed by Argus to be as realistic as possible, and it's not above his level as he's taken out 4 Argus Agents including John Diggle granted he was armed with a melee weapon.
Beats Wild Dog, Mr Terrific & Artemis in a few seconds.
To conclude, Oliver is physically superior to Ra's which will have a huge effect on this battle, he hits much harder and has taken hits from stronger opponents meaning that Ra's will have to land a lot more hits on Oliver to put him down than the amount Oliver needs to put Ra's down, this will mean that Ra's must have a huge skill / speed gap, but this simply isn't true. Oliver is the faster combatant and additionally is on the same tier of skill, the gap is minimal if even present.
Green Arrow wins and is disappointed at how inferior this Ra's is to his own Ra's.
