@streak619: Well, we've never seen Post Rose Meruem without poison, just like we've never seen All Might in his prime. I'd like to avoid arguments based on speculation of how strong they would be if they weren't hindered by their plot devices.
But if you insist, feel free to take away the poison.

Meruem, a king among kings, a ruthless, prideful and an absolute ruler. A being born from the death of ten thousand humans, a being nurtured to be the greatest and strongest. Meruem is the king of the chimera ants, the one who you shall bow down to.
Now without further ado, let us dwelve deeper into the power of his majesty:
Nen techniques and abilities
General abilities:
Nen: It is a technique that allows a living being to use and manipulate their own life energy (known as aura).
Ten: The user brings out his life energy to cloak himself as protection from external force, and other aura.
Ren: This is basically the DBZ power up thing, except here there is no power boost and it is practically of no use in a battle
Ken: A superior version of Ten.
Ko: The user concentrates all his aura in a single part of his body, to increase it's durability and DC.
In: The technique with which you make your life energy invisible to the normal eye.
Gyo: The technique with which you can see invisible life energy, by concentrating your life energy in your eyes.
En: The technique, where one expands their life energy outwards in a dome shape, one knows the position and velocity of everything inside, it is basically SONAR.
Ryu: This technique is basically when the user is constantly changing how much aura any part of his body has in order to increase it's durability and DC, for striking and parrying.
Zetsu: Allows user to hide his aura, and conceal themselves completely.
Shu: Can amp any object, that they're directly in contact with, with their life energy such that the object's durability and DC become vastly superior.
Hatsu abilities
Aura Synthesis - Meruem's nen increases as he eats other nen users: Manga
Has an improved version of Youpi's rage blast: Manga, Anime
His aura is now far beyond any other encountered by Pouf or Youpi, presumably including pre-rose Meruem: Manga
Uses his En inside the palace, detects Knuckle and Meleoron, then almost instantly moves outside and KOs them: Manga, Anime
Can use a variant on Pouf's Spiritual Message, allowing him to detect not only objects, but emotions: Manga
Gains the Photon ability, where particles of his aura are sent out to detect and provide information on whatever they touch: Manga
After absorbing large parts of Shaiapouf and Menthuthuyoupi, he is able to use Menthuthuyoupi's ability to transform--including gaining wings to fly. This allows him to fly at speed so great he could cover the distance that Menthuthuyoupi and Shaiapouf considered would take 15 minutes in a mere 5 minutes.
Physicality
Strength
For starters:
Can pulverise superhuman's head before it realises, with the slightest effort:

Note the uniform cylindric shape of the crater, such a striking feat is far above than just fragmenting through the barrier. The shaped of a crater in a hypothetical wall depends on the pressure of the strike, the greater the pressure of the strike, the more the shape of the crater will resemble the object that struck it.
In the scan above, seeing as how the crater to a perfect shape of the object that struck it(meruem's tail). One can infer this strike was far superior than the minimum energy required to make a passable hole. Judging by the length and diameter, I'm estimating several times the amount of force required to make a passable crater. And based on that this feat is very likely a small building buster. Jist an estimate, nothing explicit, but you get the idea.
Moving on to some more impressive feats:
Strikes Pitou, causing her to have a lip bleed and a bruise.
Now why is this impressive? Because Pitou no sold Netero's guanyin strike:
Got pummeled so hard she went flying away at high subsonic velocities. Still took no damage. Which means getting her to bleed is more impressive than it seems.
Uvogin, a vastly inferior character to Meruem, was capable of this:
He pulverised/vaporised a massive crater with just one strike, easily multi city block in DC/potency, not a match for All Might Prime, but not too far
Remember that Post Rose Meruem >>>> anyone in HxH for all stats. His aura capacity are beyond fathomable. This was Pouf's and Youpi's reaction, when he used a little bit of ren:
'His aura was so far beyond anything they had ever felt', considerable praise since this how people roughly in the same tier as Uvogin looked at Youpi:
People in the same tier as Uvogin had trouble fathoming Youpi's power, and superior people were stated to less than a tenth of Youpi's power. This Youpi had trouble fathoming the reborn Meruem's power.
Based off of all of this; I can infer: 10% of Post Rose Meruem >> Uvogin.
So denying the fact that PR Meruem can casually replicate Uvogin's Ko is an asinine assertion. Post Rose Meruem is easily casual multi city block buster.
Now for some scaling to Adult Gon, Adult Gon was stated to be equal in power to pre Rose Meruem.
Which means Post Rose Meruem should casually replicate everything Adult Gon did, here, just watch the fight.
He broke her skull, with one strike, which is the highlight of the battle:
The same creature who no sold a building buster(netero's hands are the size of a car and move at hypersonic + +, easily possessing the energy to bust a building.)
Again one cannot destroy the skull of a creature who no sold a building buster with anything lesser than a multi city block level strike. This further provinf Post Rose Meruem is casually at multi city block level.
Ripped his own arm off the way I would a fruit.
Quite impressive considering his blunt force durability, which off course wil be expanded into in the durability section.
Durability
Meruem has some pretty impressive durability:
Tanked thousands of building busters and felt next to no pain.
Now you might be wondering, why exactly are those strikes building busters, well because:
They moved faster than Meruem's fastest speed. And by faster I mean way faster. Those strikes blitzed and handed his ass back to him. Which means they were moving at high hypersonic+. Easily enough energy to bust a building. I mean a car sized object moving at hypersonic + velocities would definitely wreck multiple building if not one.
Since Meruem almost no sold thousands of building busters, his durability has to be massively above building busting, meaning he took almost no damage from a single building buster focused on him. He would have to be a minimally a multi city block+ tanker. Otherwise he wouldn't no sell even dozens of building busters much less hundreds and thousands of them.
Note that this was all with just Ken. In close combat he can amp the durability of a particular spot to different degrees using Ryu and Ko. Ko massively increases the durability at one spot.
@16:10: Gon states that Razors volleys would have killed Killua.
@8:03: Gon tanks the sane attack using Ko and ends up with a small cut.
Do you see? Ko allowed Gon to tank something that would have ripped Killua's head off, with just a tine cut. From this one can infer that Ko amps your durability massively. Making any particular spot dozens of times more durable than it normally is.
Now Meruem having far more than even 10 times more aura (proven above) than Gon, meaning his Ko is more than ten times as amping as that of Gon's. His normal durability being mcb+(multi city block+), what do you think would happen if Meruem used Ko at say, his arm? He'd be fricking invincible. At that spot, for Post Rose Meruem, even a solid bomb wouldn't destroy it.
Lastly, Meruem tanked a town vaporiser and barely survived:
Do note vaporising >> destroying. By a large factor. Post Rose Meruem likely wouldn't deal too well her, however with wings it maybe possible to retain his limbs.
Speed
Blitzed Pitou, Youpi and Pouf with a fraction of his speed:

Now one might argue, that they didn't respond out of their obedience, however Pitou was undeniably startled. She didn't have time to even respond. It should be noted that all the royal gua4ds are casual bullet timers, through scaling. Meruem blitzed them with justa fraction of his full speed. Post Rose Meruem being even superior.
Cheetu, a former squadron leader, was pulling some Quicksilver feats:

Moves FTE in perception frame where bullers were moving slow and visible. Pre Rose is at the very least equal to if not greater than Cheetu in terms of speed, after all, it is quite absurd, in my opinion, for a squadran leader to be faster than the king of the entire freaking species. Post Rose Meruem, however, is undoubtedly faster than Cheetu. Meaning he should casually be able to replicate this feat.
An actual feat for PR Meruem:
He blitzed everone around him so freaking hard, that even to us, the reader it appeared as if he were teleporting. Blitzing a fairly casual bullet timer from 100 meters away is far greater of a feat than it seems.
In order to blitz a bullet timer from say 10 meters you have to be many times faster than it. In order to blitz a bullet timer from 100 meters away, you have to be 10 times faster than even the speed required to blitz a bullet timer from 10 meters. Which Meruem casually attained. Again quite evidently cadual high hypersonic.
Nen DC
Direct feat:
Partially vaporised a hill with what is clearly not his full power:
Nothing to suggest AM can go on tanking multiple amped nen blasts like this.
Gon vaporised a large part of a forest:
And the best scaling feat:
Youpi's explosion caused a dome shaped crater woth the diameter of a large city block, comparable to the palace of Mereum. He vapourised that much rock. Vaporising >> fragmenting. This lind of energy easily comes out to MCB++. Nothing that AM can handle.
Intelligence
Meruem casually beats world champions, country representatives who are at grandmaster level, in many board games such as Chess, Shogi, Go etc, in the first week of his life.
Even Kasparov, who is regarded to be one of the greatest chess players to have ever lived, and has an IQ of 190, wouldn't in his dreams accomplish such a feat. This is a minimum of 300+, probably far more. Seeing as how Sherlock Holmes is considered to be 190+.
Meruem owns this attribute with a landslide.

Brief analysis and conclusion
Predicting the likeliest scenario:
Now as important as stats are, the scenario of a battle is what truly decides the victor of a battle. So I will be analysing Meruem's and All Might's intelligence, character, surroundings and knowledge provided to determine the likeliest scenario(s).
Now, both Meruem and All Might have considerable personal pride, Meruem especially having immense pride as a king and All Might takes pride in fighting for justice. It is to safe to assume that neither of these characters would ever do anything to forsake their honor, especially Meruem, the guy ripped his arm off as an apology.
Knowing that, we can infer that both of these will take each other in an honest manner, neither will attempt to use disgraceful or unethical tactics. From this we can cut down the number of ways this battle will go, as well as the type of strategies these two will employ.
All Might is a close range combatant or h2h combatant, more of the latter. Meruem however is an adept fighter at all ranges. It is far more likely that Meruem will initiate the battle to be a long range battle.
Why? Because both teams have knowledge of the other's stats(OP). Meruem will realise that AM's stats are most effective and usefull in h2h and cloae range combat. In order to drastically increase his chances he would make use of his flight advantage, taking of into the air and making it a long range combat battle, where Meruem can approach All Might at his will and All Might cannot.
Thus even as the battle begins All Might has several disadvantages, which is why this is the likeliest scenario. Meruem will most definitely employ such a tactic. This however may seem like an unethical tactic but it isn't. Monopolising on an enemy's weakness and using it to your advantage is very normal, jist as normal as using a flight advantage to with maximum efficiency is.
Initial thoughts:
In my opinion, Meruem possesses greater stats than AM, especially with speed. Meruem possesses nen techniques that can massively amp his already powerful stats astronomically. He possesses greater versatility, flexibility(physically and mentally), and far gretaer intelligence. He has a solid range advantage.
As discussed above, it is very likely that Meruem will engage in long range combat, in order to end the battle faster and easier. He will likely stay out of AM's range and tag him using his nen blasts which are at hill busting energy levels, which isn't his max. Using In he can make his nen invisible to all non nen users. Thus All Might cannot see the nen blasts or predict when Meruem will use them. He can also power his Nen blast to maxum and take out AM in the first strike itself.
I wanted to go deeper and into several other scenarios, but I think it would be ebtter to see what you ahve up your sleeve.
