After multiple acts of terrorism, Batroc is sent to Seagate prison. His reputation of surviving a fight with Cap has caught attention of the guards. They offer Batroc a chance to participate in their fight arena. Carl Lucas is the current dominate fighting champion.

The incentive is for whoever wins, they get freedom, so both Carl and Batroc are giving it there all. So morals off.

Batroc should whoop him, Luke was a great street-fighter, but he's not a high tier h2h combatant like Batroc was clearly meant to be.
