I think BP outran Sabretooth before. That's pretty fast.
We have a partially confirmed speed for Steve, whereas T'Challa hasn't been clocked, yet. It's safe to say Steve is faster for now.
Black Panther for sure. Steve is fast, yes, but Panther, even without the herb, is practically at the peak of physical perfection. With the herb, he has to be faster than Steve, if even by a little. Plus, c'mon, I don't want to be that gal, but Panther is black, we're known to be pretty fast... Stereotypically at least...

Black Panther doesn't have an official peak movement speed. He is supposed to be peak human (including speed) without the herb, however the Heart-Shaped grants him grants him additional speed. Theoretically he should be faster.
Cap has run so fast that he's appeared as a blur to Daredevil. As far as actual feats go I'd say that puts him above Panther.
T'Challa has been mentioned to move as fast as a blur as well. However pretty much any speed feat I can think of for Black Panther is related to "Combat Speed" and not just flat out running.
@deathbyants: Panther has on panel feats of moving as a blur sure, but there's a big difference between appearing as a blur to random humans and appearing as a blur to Daredevil, who is a very casual bullet timer.

The problem is that I can't provide any evidence to support T'Challa's "running speed" because I don't think he has ever been clocked on-panel with a number. The only argument I can use is theoretical due to the heart-shaped herb. When I get home i will look through some of his older comics to see if he actually has a "running speed" cited.

It's silly to think BP is slower, simply because writers didn't feel the need to quantify a feat.

Good point. I read something similar to that. But still I like to go by numbers. They should clear that up for him.
People keep saying BP because Heart shaped Herb makes him above prak human... but the fastest man alive, Usain Bolt, is only like 21 MPH. Thats only 1/3rd of Caps speed, so just “being above peak human” doesnt give BP what he needs here unless he has a feat for it
