Walker doesn't possess the skill and strategic tactics (as someone mentioned above, the jet bridge trap) that Walker did. So I am gonna say no.

Walker could even be slightly stronger than Steve if his serum turns out to be different or something and yet he doesn't seem to have the skill and adaption that Cap has displayed

Absolutely not. No super soldier can handle Spider-Man, who is a bullet timer with mid-tier physicals. And US Agent is not an especially impressive super soldier.

If it's Civil War Spidey, then Walker has a chance. He's not nearly as strategic as the real Cap though, so I'd say he would lose in a hard fight.
