@notaname: “barely destroyed a few buildings” I think your overlooking a few things. That same attack which “barely destroyed a few buildings” actually negated Doffy’s haki infused awakened string move God Thread his greatest move, then it hit Doffy with such force he was instantly knocked unconscious, and even then it made his unconscious body fly so hard into the earth it violently folded a large part of Dressrosa and sent him deep underground. And we haven’t even talked about Ap yet of which you can put Luffy in Dressrosa (without G4) at easily continental+ by either using:
1) The Birdcage cutting all of Dressrosa easily (Viola had a 4000km clairvoyance but couldn’t see Greenbit so Dressrosa is MINIMUM the size of Australia)
2/3) The Birdcage no selling and negating multiple of Fujitora’s at MINIMUM continental+ Meteors which all hit the same spot. Birdcage scales to Doffy’s other moves as it is weaker than his God Thread via Birdcage not using armament Haki, not being a mass of strings/condensed, or using awakened strings. Not to mention Doffy’s String Clone scales above his Birdcage as the String Clone uses the same strings as Birdcage but it is instead condensed together all in one being. And that same String Clone was defeated by a non G4 base Dressrosa Luffy with a Jet Gatling.
4/5) Then you have Chinjao (Sai as well later) who could split the Great Ice Sheet an entire continent of incredibly durable Ice. Mind you this Ice can tank headbutts from a drill-less prime Chinjao while an old drill-less Chinjao is still capable of clashing with Luffy for a bit. And Luffy and Sai then outscale even prime Chinjao as Luffy was able to impact the same force on Chinjao’s head to revert it to it’s drill form. While Sai was said by Chinjao himself to be able to what he did in his prime and split the ice continent. Luffy also scales heavily above Sai so it makes sense for Luffy to be stronger than both Chinjao and Sai.
So those are some of the ways you can get continental Luffy and mind you this was just me talking about Dressrosa Luffy. And remember that the Birdcage/Meteor/String Clone/Chinjao/Sai scaling works on BASE Luffy and we haven’t even gotten to him using his Gears, Using Gear 4, or all the crazy speed and strength scaling you get after Dressrosa (especially with Wano).
