1v1 he's pretty much unstoppable BUT there are a few big players who could take him out with teamwork or by themselves.
For example Kizaru could fly Sugar over to him then let her touch him (instant loss) or Caesar Clown could go inside him and turn poisonous/blow him up. Persona's depression ability could affect him enough to get him killed by someone else. Crocodile could dehydrate him, in theory. Akojji could freeze him solid. Big Mom could possibly soul steal him.
I'm sure I missed more but generally speaking he can't solo, there are just too many advantages to devil fruit diversity.

Random side One Piece side characters can split ice continents cacled minimum island level. Over 90 percent of Shinobi Alliance are not remotely comparable to even One Piece throw aways. Juubito gets surprised and tagged by relativistic characters like Tobirama.. Relativistic speed is standard among One Piece mid tiers.

Yea if immortality isn't a thing for juubito I Can see luffy pulling a win.
Even in base he already has enough ap to damage kaido who should arguably be in same tier of durability as juubito and luffy is a lot faster. Add g4 snakeman to even widen the speed gap +adv coC + ryuo being spammed from every angle + Fs to stop juubito from performing any large scale charged attack he would simply overwhelm him.
If he uses a TSB shield and nukes then sure. By pure force, yes again, he would casually be far stronger than anyone in OP. But I am not familiar with hax that might work on him.

This should comfortably put Juubito at around Small Continental physicals.
Him being Small Continental is consistent with him losing to BSM Naruto and Powered EMS Sasuke who are Large Country.
I've seen some inflated numbers with TBB going up to Multi-Continent without taking into account how much volume of the AOE is taking up in comparison to area being destroyed. If you divide the mass down to the cubic centimeter it doesn't come out as inflated as people make it out to be.

Law can escape with teleportation but there are only a handfull of OP characters that can even harm juubito or survive a single attack from him, island level is fodder to juubito, even Large island is fodder to him and the best feat in OP is large island to country level max, a single juubi bomb has greater output than that so 4 of them is a death sentence for any one piece character until we get more feats from the god tiers, juubito can be argued at relativistic to rel+ and that’s where OP generally caps at speed wise except for kizaru but even if we ignore speed his range and AOE would make up for that, nobody is getting thru TSB shields either

Large country lvl is like peak zoros tier and base luffy would low diff peak zoro other top tiers scale above these two,enels raigo and old wb quake feats.

Bijuu dama are not actually good feat ap wise as the aoe is larger then DC. Enel was going to vape entire island/country and blew off section of moon. You don't see me wanking that.. Which is technically better feat
