I've sided on Merc before but now Kaido takes this.

Flaming Dragon should be able to vaporize water if it gets near him. His flame was so potent I think it's enough to subdue massive amount of water in his body area. Not vaping the entire sea, just the water making contact / near his body.

Kaido one-shots the fodder

What Kaido did is an impressive heat feat in itself. Normal human bones melt at 1670 °C (3038 °F). Source taken from here:

Bones are notoriously hard to burn/melt and I'd assume something like a horn from that giant skull would be much harder to melt away, especially so easily. His tail just touched it.

So I'll side with Kaido on this one.

Natsu's heat is superior to that of akainu and admiral > kaidou in temperature. Mercuphobia can overcome Natsu's heat before eating Ignia's flame.
