I think Piccolo takes this, simply because he has better physical stats and MUCH better stamina. Funnily enough, I think that Six Paths Mode Naruto could beat Piccolo even if it is physically weaker than Baryon Mode, simply because he would have way more time to use his hax.

It depends if we see using anime Piccolo or manga Piccolo
Anime Piccolo is stronger than manga
Anime Piccolo has a large planet lv feat calc for destroying moon and the feat hurled moon rocks that reached earth in seconds
While manga Piccolo feat is moon - small planet lv since there are no moon rocks being hurled that reached earth the feat is lower in the manga
Manga Piccolo vs BYM I take BYM as winner
He is faster in speed reactions being FTL
Piccolo is slower in speed reactions being Rel speed
BYM scales massively above Toneri who is the BOZ Piccolo for Naruto verse that everyone scales to or upscales from like everyone scales to BoZ Piccolo in DBZ verse
Toneri is moon lv for cutting moon apart and small planet lv for pushing moon for hour
BYM is small planet lv +
He has the better Hax of his punches lowering Piccolo lifespan + has more experince
Piccolo is only 8 years old in human years not sure how much that is in Namek years but in Namek years he’s probably in his 20s in Saiyan saga
Naruto can dodge Piccolo blasts so comes down to Hand to hand BYM clocks him eventually before his power drops
In the anime the feat is largely different and stronger
In anime the moon is vaporized and it’s debris sent hurling at earth at Rel - LS speeds
You can see the gaseous state of it afterwards
In the manga there are no pieces of moon sent to earth instead it is simply just gone
Meaning it is pulverized and it’s GBE overcome sending its pieces scattered pieces a few km across space not visible to its intial spot but not in a distance of reaching earth
Dispersing it completely to a few km from its intial position is literally the definition of exceeding its GBE
So Pulverization + GBE is used for manga feat which is where you get moon lv and Piccolo would be moon + due to upscaling since it is the same feat as roshi it’s just Piccolo is stronger
Roshi feat is also pulverization notice the shatter and “krak” sound effect so I think Piccolo feat is the same and he also shatters the moon but he upscales from the feat being moon + since it’s Samd feat as Roshi but Piccolo is much stronger
But there are some calcs that place it at Small planet lv but they use vaporization
