Black is at 100% anywhere he goes maybe except heaven but where not in image. Galactus isn't as strong as eternity or death you have the wrong idea there. The three forces in the universe have always been Eternity, Death and Galactus. And Eternity isn't stronger than Living Tribunal, so your wrong there as well.
