There's no true rules in a fight, especially when the combatants are villains.
Black Mask is a master criminal strategist with vast amount of resources. He was the crime lord of Gotham city for many years as an undercover businessman. He is a capable hand to hand fighter, able to hold his ground against accomplished martial artists such as Batman and Catwoman. He can take high amounts of damage, while continuing to fight.
Red Skull is a formidable hand to hand combatant and martial artist, though he was never on par with Captain America himself.

You need to read: ComicVine 101 - Battles http://www.comicvine.com/forums/battles/7/comicvine-101-battles/414777/#77 If you go into a battle thread guns blazing and shouting “Storm Pwnz All!!!!111!!!11!!11!!1” then you are just going to be ignored by basically everyone and have lost any chance you had of bringing your viewpoint into the thread and being listened to.
I want my threads filled with intelligence rather than short ignorant statements.
Black Mask shouldn't be overlooked. He has stood toe-to-toe with Batman and others.

@Cezar_TheScribe: I have read the battle forum rules very carefully. Nowhere does it state that flaming users is an appropriate response to short answers. I was being facetious. Other users clearly got it while it obviously went over your oh-so-superior head. So who is really lacking in intelligence and making ignorant statements?

black mask is one of my favorite batman villains but i must say that i dont believe him to be on parr or close to being on batmans level or even that of catwomans as the op is making him to be. He has fought mano a mano against other martial artist but ive never seen him win ,he takes a beating and manages to get a few hits in but thats it.Hes skill enough to land a hit and his stamina helps him but hes no master.
though i dont know anything about red skull what i saw in the 90's spiderman cartoon tells me he is a damn good fighter so i give it to red skull.
